Adjusting the scale of 4 expressways
In a submission to the Ministry of Transport, the Vietnam Road Administration proposed adjusting the scale of four expressway sections; adding two new expressway planning routes; adjusting the scope of four expressway routes and adjusting the investment progress of some routes.
The adjusted expressways include: the North-South Expressway East section, Phap Van - Phu Thu (Ha Nam), Ben Luc (Long An) - Trung Luong (Tien Giang), Can Tho - Ca Mau section and Noi Bai - Bac Ninh - Ha Long expressway.
Accordingly, the scale of the Phap Van - Phu Thu section will be adjusted from 8 lanes to 10 - 12 lanes; the Ben Luc - Trung Luong section will be adjusted from 6 lanes to 10 - 12 lanes; and the Can Tho - Ca Mau section will be adjusted from 4 lanes to 6 lanes.
This adjustment of scale is based on updating the National Master Plan on GDP growth rate, increasing transportation demand; regional development orientation, prioritizing the construction of expressways connecting Hanoi, Ho Chi Minh City, Can Tho with localities in and outside the region; updating the orientation of Hanoi, Ho Chi Minh City, Can Tho as the growth poles of the dynamic regions of the North, South, and the Mekong Delta.
The above expressways have high traffic volume and transportation demand, and are gateways connecting Hanoi, Ho Chi Minh City, and Can Tho with other localities. Therefore, it is necessary to adjust the Phap Van - Phu Thu and Ben Luc - Trung Luong sections to 10-12 lanes, and the Can Tho - Ca Mau section to 6 lanes to meet the future development needs of the area.
Similarly, the Noi Bai - Bac Ninh - Ha Long expressway was adjusted in scale from 4 to 6 lanes because it is one of two expressways on the Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor. Therefore, based on the development zone and priority economic corridor, it is necessary to adjust the scale of the Noi Bai - Bac Ninh - Ha Long expressway.
In addition to adjusting the scale, the draft planning also adds new planning for two expressways: Ca Mau - Dat Mui and Quang Ngai - Kon Tum.
Accordingly, the new planning of the Ca Mau - Dat Mui expressway, approximately 90km long, with 4 lanes, and the Quang Ngai - Kon Tum expressway, approximately 136km long, with 4 lanes, will be added. Both of these expressways will be invested before 2030.
In addition, some expressways have adjusted their scope, including: Ninh Binh - Hai Phong Expressway, Cam Lo - Lao Bao Expressway, Quy Nhon - Pleiku Expressway and Ho Chi Minh City - Moc Bai Expressway.
The Ninh Binh - Hai Phong Expressway has its starting point adjusted from Ninh Binh City to Yen Mo District (south of Ninh Binh City), the length of the expressway after adjustment is about 117km. The Cam Lo - Lao Bao Expressway has its starting point adjusted from Dong Ha City (Quang Tri) to Trieu Phong District, the length of the expressway after adjustment is about 56km.
Quy Nhon - Pleiku Expressway has adjusted its starting point from Nhon Hoi Port, Binh Dinh Province to An Nhon Town, Binh Dinh Province. The length of the expressway after adjustment is about 123 km. Ho Chi Minh City - Moc Bai Expressway has adjusted its ending point from Moc Bai Border Gate to Ben Cau District (Tay Ninh Province).
The whole country will have 43 expressways with a total length of more than 9,200km.
From the adjustment and addition of some of the above-mentioned expressways, the total length of the expressway system has changed. The expressway network according to the planning approved by the Prime Minister has increased from 41 routes with a total length of about 9,014 km to 43 routes with a total length of about 9,234 km.
The Northern region, including 14 routes, with a length of about 2,305 km, was increased to about 2,313 km. The Central and Central Highlands regions, including 10 routes, with a length of about 1,431 km, were increased to 11 routes with a length of about 1,496 km. The Southern region, including 10 routes, with a length of about 1,290 km, was increased to 11 routes, with a length of about 1,380 km.
For the North-South expressway in the East from Huu Nghi border gate, Cao Loc district, Lang Son province to Ca Mau city, Ca Mau province, the length is about 2,063 km, the scale from 4 to 10 lanes remains the same in length but the scale is increased from 6 to 12 lanes.
After adjusting and supplementing the expressways, the total planned length of expressways by 2050 is about 9,234 km (an increase of about 220 km compared to the previous plan). Of which, the routes with investment roadmap before 2030 are about 6,754 km (an increase of about 633 km), the routes with investment roadmap after 2030 are about 2,480 km.
Explaining the reason for adjusting the planning, the Vietnam Road Administration said that on September 1, 2021, the Prime Minister approved the road network planning for the 2021-2030 period, with a vision to 2050.
Subsequently, the Politburo passed 9 resolutions on socio-economic development orientations and ensuring national defense and security of 6 socio-economic regions and localities; the National Assembly passed Resolution No. 81/2023 on the national master plan; the Prime Minister approved national sectoral plans and provincial/municipal plans that affected the road network planning. These political and legal bases led to the need to adjust the road network planning.
Expressways with investment progress adjusted after 2030 to before 2030 include: Son La - Dien Bien, Bac Kan - Cao Bang, Tuyen Quang - Ha Giang, Quy Nhon - Pleiku - Le Thanh section Quy Nhon - Pleiku, Go Dau - Xa Mat, Hong Ngu (Dong Thap) - Tra Vinh section Dinh Ba border gate (Dong Thap) - Cao Lanh and An Huu (Tien Giang) - Tra Vinh section.
