According to the draft Regulations on Secondary School and High School Admissions, there are 3 methods of admission to grade 10 of high school, including: entrance exam, selection or a combination of entrance exam and selection. The selection of the admission method is under the authority of the locality. Accordingly, the Department of Education and Training advises the People's Committee of the province or city directly under the Central Government to approve and select the method.

Regarding the organization of entrance exams, to ensure consistency and ensure the viewpoint of a light and inexpensive exam, the draft regulations generally stipulate the implementation of 3 exam subjects, including math, literature and a third exam subject or a combined exam selected by the Department of Education and Training, the higher education institution with high schools and announced before March 31 every year.
The third subject is selected from among the subjects assessed by scores in the general education program at the secondary level. The selection of the third subject has changed over the years to achieve the goal of comprehensive education in the basic education stage.
The exam is a combination of subjects selected from subjects assessed by scores in the secondary school general education program.
Regarding exam time, the draft regulations stipulate that literature is 120 minutes, math is 90 minutes or 120 minutes, the third exam is 60 minutes or 90 minutes, and the combined exam is 90 minutes or 120 minutes.
The content of the 10th grade entrance exam is part of the secondary school general education program, mainly the 9th grade program.
The draft regulations also stipulate a framework of requirements for exam preparation, exam supervision, exam grading, exam review, and announcement of results, benchmark scores, direct admission, priority policies, etc. to ensure quality and safety in organizing exams in localities.
The Ministry of Education and Training explained that the 2024-2025 school year is the year to complete the implementation cycle of the 2018 Education Program from grades 1 to 12. Accordingly, this school year, the 10th grade high school entrance exam and high school graduation exam will be implemented according to the 2018 General Education Program.
In order for localities to have a basis to prepare for the exams, the Ministry of Education and Training has drafted and begun to widely solicit public opinions on the draft Regulations on junior high school and high school entrance exams.
According to the plan, the promulgation of the Regulations on Secondary School and High School Entrance Exams will be 3 months earlier than in previous years. Thereby, creating favorable conditions for schools, teachers and students in the teaching - learning process, reviewing and preparing for the exam.
According to the Ministry of Education and Training, the draft Regulations on Secondary School and High School Admissions are built from three core perspectives and principles:
First, it is compact, stress-free and inexpensive.
Second, it is necessary to promote educational activities, especially comprehensive education, so that students have full qualities and abilities, and are qualified to continue studying at high school; or if they change streams, vocational training also provides them with a foundation of qualities and abilities to study and practice their profession immediately.
In addition, the exam subjects and admission methods must also link the regular testing and assessment process with the final assessment; helping students have full qualities and abilities, in line with the innovation trend and the 2018 General Education Program.
Third , the Ministry of Education and Training issues regulations on the framework, ensuring a common ground to serve state management in inspection, examination and assessment; at the same time, well implement the principle of decentralization, delegation of authority, clearly defining the authority and responsibility of the Departments of Education and Training, and higher education institutions with junior high schools and high schools.
How is grade 6 admission?
According to the draft, secondary school admission is based on the selection method. In case the number of students registering for grade 6 is more than the enrollment target, the admission will be conducted by combining selection with testing and evaluating students' abilities.
The basis for admission is the training results and learning results of the primary education program or literacy program of the candidate. If a grade is repeated, the results of the repeated year of that grade will be used.
The Department of Education and Training and higher education institutions provide guidance on enrollment by combining admission with testing and assessment of students' abilities.
Nearly 8,900 secondary education institutions have commented on the proposed revised content.
Before announcing the draft Regulations on Secondary School and High School Admissions to solicit public opinion, the Ministry of Education and Training sent them to 63 Departments of Education and Training and high schools nationwide for comments on some of the regulations. Among them, it was proposed that the third exam subject for admission to grade 10 would be drawn and announced before March 31. However, this method has caused public reaction and it is believed that education should not "play a game of chance".
The Ministry of Education and Training said that as of October 7, 63 Departments of Education and Training had sent comments on the contents of junior high school and high school admissions; collected opinions from 8,898 secondary education institutions in 63 provinces and cities, of which 8,267 opinions agreed with the draft contents, accounting for 92.9%; 631 opinions had additional suggestions.
60/63 Departments of Education and Training agreed with the plan of 3 subjects for entrance exams to grade 10 high school and said that this is suitable for reality and reduces pressure.
It is expected that the Circular on Junior High School and High School Admission Regulations will be completed and issued before December 31 this year.
