
The Ministry of Industry and Trade has just issued an official dispatch requesting the People's Committee of Quang Nam province and 11 other provinces and cities with coal mining activities to direct all levels, sectors, units and enterprises operating coal mining in the area to strictly implement legal regulations on safety in coal mining.
The document was issued in the context of many recent accidents related to the coal mining industry with serious consequences. Typically, the methane gas fire at Thong Nhat Coal Company - TKV on April 3 killed 4 people. Or the mine collapse that occurred on May 13 at Quang Hanh Coal Company - TKV killed 3 people.
Accordingly, the Ministry of Industry and Trade requested the People's Committees of provinces and cities to direct their affiliated functional agencies to strengthen inspections combined with propaganda, dissemination, and guidance on the implementation of legal regulations, applicable standards, and technical regulations on safety in coal mining activities in the area. Resolutely stop operations if violations of labor safety regulations are detected; strictly handle violations according to the law.
Units and enterprises with coal mining activities must review designs, construction methods, rules, regulations and operating procedures for machines and equipment to supplement and adjust them to suit production reality, ensuring safe work.
Before construction, installation, repair, dismantling of works, equipment..., the unit must establish and approve measures and construction passports; which must show the contents complying with current standards.
Before putting the project and equipment into use and operation, the unit and enterprise must organize technical acceptance in accordance with approved construction measures and passports.
For equipment, equipment systems must be measured and checked for electrical safety parameters; explosion-proof parameters for equipment and equipment systems in the mine must be checked.
The Ministry of Industry and Trade requires increased inspection and review of safety training in terms of content, training methods, and qualifications and skills of trainers. Do not allow people who do not understand safety requirements at the workplace to participate in occupational safety training.
