According to the Ministry of Industry and Trade, implementing Notice 457 dated November 6, 2023 of the Government Office, announcing the conclusion of the Government Standing Committee on solutions to ensure electricity supply in 2024, the Ministry of Industry and Trade requires Vietnam Electricity Group (EVN), Vietnam Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV); Investors of coal-fired thermal power plants to implement solutions to operate coal-fired thermal power plants and hydropower sources to ensure electricity supply in the last months of 2023 and 2024.
In particular, for coal-fired thermal power, the Ministry requires EVN, PVN, TKV and power generation units to direct coal-fired thermal power plants under their management to implement "technical solutions to improve the ability to operate at maximum available capacity of the generator" when there is a need to mobilize the national power system in the last months of 2023 and 2024, especially during the peak of the dry season; prepare coal fuel to ensure electricity production in 2024.
For investors of coal-fired thermal power plants, especially in the Northern region, the Ministry requires urgent completion of maintenance and repair work, and good preparation of conditions to ensure safe and stable electricity production according to the operation and mobilization plan of the national power system in the remaining months of 2023 and 2024.
At the same time, closely monitor and supervise the operation of the plant's equipment to avoid subjective incidents. Strengthen inspection, strengthen equipment, and correct defects to ensure improved operational reliability, improve the power generation capacity of generators, and minimize generator failures. Review and ensure the normal operation of the power plant's automatic and protective relay systems; ensure spare materials for the power plant's equipment.
The directive document of the Ministry of Industry and Trade also noted that solutions need to be implemented soon to minimize the decline in generating capacity of generators due to the impact of coal fuel sources, high circulating cooling water temperatures or the impact of other environmental conditions.
In addition, it is necessary to proactively find solutions to ensure compliance with environmental regulations, promptly report to competent authorities to remove existing problems and obstacles to ensure maximum availability of generators. It is necessary to prepare coal for power production activities in the remaining months of 2023 and 2024.
It is expected that in 2024, with the load growth forecast at 8.96%, the total electricity output of the entire system will be 306.4 billion kWh. Of which, 12 coal-fired thermal power plants of EVN will contribute 78.6 billion kWh.
