On the afternoon of November 25, the Central Party Office issued a statement stating that at the conference held the same morning, the Central Committee determined that summarizing Resolution 18 "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" is a "particularly important task, a revolution in streamlining the apparatus of the political system, requiring a very high level of unity in awareness and action throughout the Party and the entire political system".
The Party Central Committee has "basically agreed on the principles, goals, requirements, progress of summarizing Resolution 18 and some suggested contents and orientations for Party committees at all levels, Party organizations, agencies and units under the Central Committee to study and propose to arrange and perfect the streamlined apparatus and operate effectively and efficiently".
The Central Committee assigned the Politburo and the Central Steering Committee on the summary of Resolution No. 18 two tasks. The first is to decide on the arrangement according to authority for agencies and organizations that have had arrangement plans and careful preparation. The second is to direct the development of a summary report; propose tasks and solutions for innovation, arrangement of the political system's apparatus to be streamlined, operate effectively and efficiently, and submit to the 13th Party Central Committee for approval.
Resolution 18 of 2017 of the Central Committee aims to build a streamlined and effective political system. Regarding the Party organization system, the Central Committee requires reviewing, amending, supplementing and perfecting the functions, tasks, powers, organizational structure and working relationships of specialized agencies advising and assisting Party committees from the Central to local levels.
The current 8 Central Party Committees include: Central Party Office, Central Inspection Committee; Central Organization Committee; Central Propaganda Committee; Central Mass Mobilization Committee; Central Economic Committee; Central Internal Affairs Committee; Central Foreign Affairs Committee.
For the National Assembly, the resolution requires regulating the number and reasonable ratio between leaders, standing members, and full-time members of the Ethnic Council and committees in the direction of reducing the number of deputy and standing members. The internal organization of the National Assembly Office needs to be arranged and restructured in a streamlined and efficient manner.
Currently, the National Assembly has 10 specialized agencies including the Council of Nationalities and 9 Committees (Law; Justice; Economy; Finance and Budget; National Defense and Security; Culture and Education; Society; Science, Technology and Environment; Foreign Affairs).
The Standing Committee of the National Assembly is the permanent body of the National Assembly. In addition to the general advisory and support apparatus, the Office of the National Assembly, the Standing Committee of the National Assembly has established the Delegation Affairs Committee, the Petition Committee, and the Institute for Legislative Studies.
According to Resolution 18, the Government, ministries and branches continue to innovate, consolidate and reorganize the apparatus towards focusing on macro management and strategy building. Ministries and branches proactively review, reorganize and streamline internal focal points, fundamentally reduce the number of general departments, bureaus, divisions and offices; do not establish new organizations or offices within departments.
The current Government structure includes 18 ministries: National Defense, Public Security, Foreign Affairs, Home Affairs, Justice, Planning and Investment, Finance, Industry and Trade, Agriculture and Rural Development, Transport, Construction, Natural Resources and Environment, Information and Communications, Labor, War Invalids and Social Affairs, Culture, Sports and Tourism, Science and Technology, Education and Training, and Health.
The four ministerial-level agencies include: the Ethnic Committee, the State Bank of Vietnam, the Government Inspectorate and the Government Office.
