Binh Thuan and memorable marks in 2023

In 2023, the economy of the country in particular and the world in general still faces many difficulties and challenges. However, Binh Thuan has successfully completed its goals and tasks, including memorable achievements.

2023 - a pivotal year, is of great significance in implementing the Resolution of the 14th Provincial Party Congress, term 2020 - 2025; Socio-economic development plan for the period 2021 - 2025.

At the end of 2022, the Provincial Party Committee issued Resolution No. 13/NQ/TU on assessing the socio-economic situation, national defense and security in 2022. It clearly defined the directions and tasks for 2023, requiring departments, branches, sectors and localities to be flexible in leadership and direction to complete the set goals and tasks at the highest level. Entering 2023, along with other directives and requirements, departments, branches, sectors and localities have developed action plans to implement the goals for 2023.

Looking back at the past year, there were many big challenges not only for Binh Thuan but also for the whole country when the world political and economic situation had many complicated developments, input material prices increased, inflationary pressure in some countries and consumer demand in major markets decreased, affecting production, business activities and people's lives. Besides the advantages, there were many new and more serious difficulties and challenges from the existing problems caused by the impact of the Covid-19 pandemic.

But with high determination and efforts, in 2023 Binh Thuan has achieved certain results, leaving a memorable mark. Notably, it has exceeded 14 out of 17 planned targets. Notably, the gross domestic product (GRDP) of the province increased by 8.1% compared to 2022 (7.75%). Welcoming 8.35 million visitors, an increase of 45.98%, achieving an estimated tourism revenue of VND 22,300 billion, an increase of 63%... Meanwhile, in 2022, it only welcomed 5.72 million visitors, achieving a revenue of VND 13,680 billion. This shows that tourists are turning to Binh Thuan more when the two expressways Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay are put into operation.

In addition, there were events such as President Vo Van Thuong visiting and working in Phu Quy island district; National Assembly Chairman Vuong Dinh Hue working with key officials of Binh Thuan province; Mid-term review conference on the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 14th Provincial Party Congress... In particular, Binh Thuan successfully organized the National Tourism Year with the theme "Binh Thuan - Green Convergence". This is a typical cultural, economic and social event, on a national and international scale with over 200 activities spanning almost the entire country, including 4 main activities: The announcement ceremony of "National Tourism Year 2023 - Binh Thuan - Green Convergence" associated with the countdown festival, the opening ceremony of "National Tourism Year 2023 - Binh Thuan - Green Convergence", the final award ceremony of the contest "Vietnam's Aspiration: Making Phan Thiet the world's leading MICE and Wellness tourism destination by 2045" and the closing ceremony of "National Tourism Year 2023 - Binh Thuan - Green Convergence". In parallel, there are 6 international events, 12 national events held in Binh Thuan along with activities hosted by provinces and centrally run cities... Not to mention, other accompanying activities such as: general environmental sanitation, urban beautification throughout the year with the theme "Urban beautification, preserving and protecting the environment, green, clean and beautiful landscape" associated with the successful organization of National Tourism Year 2023, enthusiastically responded by the people.

In addition, other areas have made strong progress. For many long-standing problems, especially the handling of slow-progressing and ineffective projects, Binh Thuan has also focused on resolving and handling them, initially achieving positive results. But frankly, besides the positive results, there are still many areas that have not achieved as expected. In particular, land and mineral management has not changed much, illegal construction on agricultural land, encroachment on public land, and project land have not been prevented or handled promptly... The correction of previous errors, violations, and shortcomings in investment, land, construction, etc. is still slow, confusing, and there are some inharmonious issues that cause frustration among the people and some businesses... The inspection, monitoring, and urging of the implementation of decisions to resolve complaints and conclusions on handling denunciations that have come into legal effect have not been paid attention to or have not been thoroughly implemented, leading to ineffective resolution of complaints and denunciations.

Those weak and slow stages have also been clarified in many meetings of the Provincial Party Committee, the Provincial People's Committee as well as all levels, sectors and localities in recent days. At the recent conference summarizing the inspection work, the Standing Vice Chairman of the Provincial People's Committee Phan Van Dang pointed out the shortcomings in the inspection work. At the same time, he requested the inspection sector to focus on sectors, fields and localities that have many violations, corruption, negativity or have many complaints, denunciations and public concerns in order to promptly detect and rectify weaknesses and shortcomings in state management through inspection. There are strict and legal measures to handle groups and individuals who violate the law, are corrupt and negative; recommendations to improve policies and laws that are still inadequate and have loopholes.

The Vice Chairman also requested the sector to pay more attention to the implementation of the work of handling complaints and denunciations, especially the heads of all levels, sectors and localities need to enhance their responsibility and actively coordinate with sectors and levels to synchronously deploy tasks and solutions in the work of receiving citizens, handling petitions, resolving complaints and denunciations according to their authority, paying attention to inspecting, reviewing and resolving mass, complicated and prolonged cases, contributing to stabilizing the political security situation, social order and safety, serving the task of recovering and developing the local economy and society. The settlement of complaints and disputes must fully implement the steps on procedures in accordance with regulations and especially improve the quality and effectiveness of the work of resolving complaints and land disputes.

According to the analysis report on the socio-economic situation in 2023 of the Provincial Statistics Office, despite many difficulties, in general, the socio-economic situation of the province in 2023 still achieved good results. Those difficulties and challenges are largely due to the rapid, complex, and unpredictable developments in the world political and economic situation affecting our country. As a province that mainly relies on industry, agriculture, and tourism, Binh Thuan cannot avoid challenges and influences from the outside. However, with solidarity, consensus, and determination to achieve development goals, Binh Thuan is demonstrating its position. The challenges along with the opportunities of 2023 are factors for having more steadfast and striving directions in the coming time.
