How are vehicle identification plates managed?

According to Circular 24/2023 of the Ministry of Public Security on the regulations on the process of granting and revoking registration and license plates of road motor vehicles, from August 15, vehicle license plates will be granted and managed according to the vehicle owner's identification code, also known as the identification plate. License plate management according to the identification code is only implemented with 5-digit plates, including cars and motorbikes.

Also according to this Circular, for vehicle owners who are Vietnamese citizens, the license plate is managed according to the personal identification number (a 12-digit number on the chip-embedded CCCD card).

For foreign vehicle owners, the license plate is managed according to the foreigner's identification number, established by the electronic identification and authentication system, or the permanent or temporary residence card number.

For vehicle owners who are organizations, the identification plate is issued and managed according to the organization's electronic identification code established by the electronic identification and authentication system; in case there is no electronic identification code of the organization, it will be managed according to the tax code or establishment decision.

In case the vehicle expires, is damaged or ownership is transferred, the vehicle owner's identification plate will be revoked by the vehicle registration authority and reissued when the vehicle owner registers another vehicle under his/her ownership.

The identification number will be retained by the vehicle owner for a period of 5 years from the date of revocation.

After the above deadline, if the vehicle owner has not registered, the identification number will be transferred to the license plate warehouse for registration and issuance to organizations and individuals according to regulations.

In case the vehicle owner changes his/her headquarters or residence from one province or city to another, he/she can keep the identification number plate and does not have to change the vehicle number plate.

The Traffic Police Department (C08) of the Ministry of Public Security added that, according to Circular 24, there will be no limit on the number of identification plates of each person. In case a person has many vehicles and many license plates, all of them will be attached to the identification code of that vehicle owner.

Regarding the time limit for issuing identification plates, according to Circular 24, police at all levels will issue vehicle registration certificates within no more than 2 working days, and reissue vehicle registration certificates within 30 days.

In case of first-time issuance of identification number plate, it will be issued immediately after receiving valid vehicle registration documents. Issuance, re-issuance or issuance of license plate of auction winning vehicle will not exceed 7 working days.
