Hue City Police Security Investigation Agency temporarily detained Nguyen Xuan Binh.

Searching Nguyen Xuan Binh's residence, the police seized many electronic devices for operation along with evidence and material evidence related to the subject's illegal acts.

Through investigation, the police determined that Nguyen Xuan Binh, through the internet and technology applications, learned about and contacted a number of members of the terrorist organization "Provisional National Government of Vietnam".

After that, Binh was instructed by this organization to write an application and was accepted; he was given an alias and code number for communication and activities. Nguyen Xuan Binh regularly attended online training sessions organized by the "Provisional National Government of Vietnam" and was instructed on how to distribute leaflets and how to avoid detection by the police.

Under the guidance of this organization, Nguyen Xuan Binh also planned and illegally collected information from nearly 50 people to conduct a "Referendum to elect Dao Minh Quan as President of the Third Republic of Vietnam".

In addition, to expand his reputation and carry out the organization's instructions, Binh prepared leaflets with the intention of distributing them on the occasions of the 50th anniversary of Hue Liberation Day (March 26, 1975 - March 26, 2025) and the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025).

Currently, the Investigation Security Agency, Hue City Police are investigating, clarifying and will strictly handle according to the provisions of law.

According to information from the Ministry of Public Security, the “Provisional National Government of Vietnam” is identified as a terrorist organization. The organization’s modus operandi is to collect personal information and promise to receive money from abroad to attract and entice people to join the organization. The police agency recommends that people be vigilant, not to believe or listen to the enticements, promises, and enticements of the subjects in the terrorist organization “Provisional National Government of Vietnam”. When discovering personal or organizational information related to this organization, please immediately report it to the nearest police agency for prevention and handling.
