Arrest of Director of Center for Natural Resources and Environment Monitoring of Quang Ninh province

On the afternoon of November 16, Quang Ninh Provincial Police announced that the Investigation Police Agency (Economic Police Department) of Quang Ninh Provincial Police had issued a decision to prosecute the accused, an arrest warrant for temporary detention, and a search warrant for the residence and workplace of Mr. Hoang Viet Dung (born in 1966, Head of the Department of Sea and Islands, former Director of the Center for Natural Resources and Environment Monitoring) and Mr. Tran Thanh Tung (born in 1976, Director of the Center for Natural Resources and Environment Monitoring of Quang Ninh Province).

The investigation agency served the prosecution decisions on Mr. Hoang Viet Dung and Tran Thanh Tung.

Two officials were prosecuted and detained for investigation on the charge of "Abusing position and power while performing official duties" as prescribed in Article 356 of the Penal Code.

The above procedural orders and decisions have been approved by the People's Procuracy of Quang Ninh province.

Previously, on October 1, the Investigation Police Agency of Quang Ninh Province prosecuted the case and prosecuted 7 defendants including: Bui Van Trung, Head of the Environmental Monitoring Department; Tran Le Tuan, Deputy Head of the General Administration Department; Nguyen Ngoc Bien, Head of the Automatic Environmental Monitoring System Management Department; Vu Thi Thu Huong; Nguyen Thanh Hung; Doan Hai Son; Tran Hoang Nam, all of whom are officers of the Quang Ninh Province Center for Natural Resources and Environment Monitoring.

7 defendants were prosecuted from the Center for Natural Resources and Environment Monitoring of Quang Ninh province.

According to the investigation agency, from 2018 to 2023, the above defendants took advantage of their assigned positions and powers in the recruitment and employment of workers, violated public duties, and created false security service contracts at 19 automatic environmental monitoring stations in the province, causing a large loss of money to the state budget.

Initially, the defendants voluntarily handed over 1,686 billion VND to the investigation agency to remedy the consequences of their violations.

The Investigation Police Agency of Quang Ninh Province is continuing to investigate and handle the case.
