On the evening of January 14, speaking with VietNamNet reporter, Lieutenant Colonel Phan Ngoc To, Chief of Cam Xuyen District Police confirmed the above information and said that female driver Phan Thi Ngoc Minh (23 years old, residing in Cam Thinh commune, Cam Xuyen district, Ha Tinh province) was prosecuted and temporarily detained for the crime of "Violating regulations on road traffic participation".

According to the investigation agency, at around 1:40 a.m. on January 13, Phan Thi Ngoc Minh was driving a car with license plate 38A-516.83 on National Highway 1A in the North-South direction. When reaching Km522+100, passing through Cam Quang commune (Cam Xuyen district), the car driven by Minh hit Le Ngoc Q. (34 years old, residing in Phu Yen province).

Mr. Q. was driving a 16-ton truck with license plate 78C-037.87. At that time, Mr. Q.'s car was having problems, so the male driver pulled over to the side of the road and got out to check. The collision with the female driver Phan Ngoc Minh caused Mr. Q. to die on the spot.

Upon receiving the report, the authorities arrived at the scene to investigate the cause of the accident and conduct a breathalyzer test on the female driver. The results showed that the breathalyzer test for driver Phan Ngoc Minh was 0.385 mg/1 liter of breath.

Initially, the female driver confessed that she had just attended a birthday party and was traveling from Ha Tinh city to Cam Xuyen district when the accident happened.

Currently, the case is under investigation and clarification.
