On June 22, at the Press Conference on the occasion of the Action Month for Drug Prevention and Control, the Department of Drug Crime Investigation (C04, Ministry of Public Security) informed about the process of expanding the investigation into the case of smuggling drugs from abroad to Vietnam, led by Vu Hoang Oanh (aka Oanh "Ha", 65 years old, in Hai Phong, the sister of gangster Dung "Ha" in the Nam "Cam" case).
The case was busted in May 2018, resulting in the prosecution and arrest of 37 subjects and the seizure of 131 kg of various drugs. Initial investigations revealed that the subjects had illegally bought, sold, and consumed over 1.6 tons of drugs.
Pham Cong Gian - Oanh "Ha's" husband
According to Department C04, the drug ring was run by Oanh "Ha", with the participation and effective assistance of Pham Cong Gian (65 years old, Hoang Oanh's husband).
Through reconnaissance, the authorities determined that Gian went to Cambodia with Oanh and his accomplices, colluding with a number of Vietnamese and Cambodian subjects to buy, sell, and transport drugs to Vietnam. Authorities said that most of the subjects in the above network had arrest warrants. This group of suspects often traveled to casinos in border areas to hide, recruiting trusted juniors to serve their criminal activities. They also forged documents to deceive the authorities.
On November 28, 2022, Department C04 established a secret project 958-G to fight against Pham Cong Gian. Many working groups were mobilized to Hai Phong, Quang Ninh, Quang Binh, Tay Ninh, Dak Lak... to verify information about Oanh "Ha's" husband. The Ministry of Public Security also coordinated with the Ministry's representative agencies abroad to arrest Pham Cong Gian.
On December 27, 2022, Department C04 arrested Gian while he was hiding at the Moc Bai border gate, Tay Ninh province.
