Bao Yen: Determined to successfully implement the goals of the District Party Congress Resolution

To complete the goals of the Resolution of the 22nd District Party Congress, term 2020 - 2025, in 2024, Bao Yen District Party Committee has determined to creatively apply the Party's 5 leadership methods into practice.

With high determination, great efforts and solidarity and unanimity of the entire political system and people of all ethnic groups in the area, Bao Yen district is confident that it will complete the goal of building a new rural district and become a fairly developed district of the province by 2025.

The Provincial Party Secretary concluded at the working session of the Provincial Party Standing Committee with the Standing Committee of Bao Yen District Party Committee on April 17, 2024.

Right in the first days of 2024, the Executive Committee of Bao Yen District Party Committee directed the review and assessment of the implementation results of the Resolution of the 22nd District Party Congress, the Action Program of the District Party Committee and the District People's Committee, especially the implementation of breakthroughs in 2024. As the year of acceleration and reaching the finish line, the District Party Committee chose the theme "Solidarity - Discipline - Action - Efficiency - Development". The implementation motto has also been determined with "3 yes", including: Having specific content, clear address and completion time; implementing "3 clear", including: Clear people, clear work and clear completion time.

Resolution No. 18-NQ/HU of the District Party Committee on socio-economic development in 2024 also specifies 5 key tasks: Developing agriculture - rural areas and building new rural areas; developing spiritual tourism, community tourism associated with preserving and promoting traditional values ​​of ethnic groups; removing difficulties and obstacles, accelerating the progress of completion, managing planning and building infrastructure, progress of implementing works and projects; administrative reform and application of information technology, digital transformation; calling for and attracting investment in agriculture - forestry, processing. Along with that, 5 key areas are identified as Pho Rang town, Bao Ha commune, Nghia Do commune, Cam Con commune and Xuan Hoa commune.

To successfully implement the objectives of the resolution of the District Party Executive Committee, the requirements set by the District Party Committee for all levels and sectors are to focus on innovating the study and implementation of the resolution, in which the contents close to reality are emphasized; applying information technology; diversifying forms of propaganda such as through mass media, billboards, slogans, dramatization, organizing competitions associated with propaganda work; all levels and sectors also received requests to focus on implementing and resolving issues of interest to the people such as reforming administrative procedures in the fields of land, construction management, household registration, and household registration; continuing to deploy the "Skillful mass mobilization" movement in site clearance for key projects, building new rural areas, etc.

The District Party Committee also requested to focus on a number of key tasks such as initiating and reactivating the support teams of the "60-day and night campaign" to relocate households under the Sa Pa Airport project in Cam Con commune, striving to complete before June 2024, preparing all conditions for Lao Cai province to implement the project. Implement solutions to change thinking and working methods, support economic development and preserve and develop good traditional culture; make the "10-minute environmental improvement" movement a regular activity of all levels, sectors and all people in the district; actively implement standards on working style of cadres and civil servants; complete the plan to build reception rooms and one-stop shops in 17/17 communes, ensuring "science - modernity - friendliness" and complete the "Friendly Government" process with consistency throughout the area.

Bao Yen District Party Committee also attaches importance to creatively applying the Party's leadership methods, especially in organizational and personnel work, and promoting the exemplary role of leaders at all levels, sectors, cadres and Party members. In leadership and management, it is necessary to assign tasks with "clear people, clear work, clear completion time"; promptly and effectively resolve difficulties and obstacles, prioritize handling of outstanding issues and "bottlenecks". Bao Yen District Party Committee also promotes the spirit of "7 dares" to create fundamental changes in the awareness and actions of each cadre, Party member and people of all walks of life.

Some development targets in 2024 according to the Resolution of the Party Executive Committee of Bao Yen district:

+ More than 90% of grassroots party cells and authorities have successfully completed their tasks or better.

+ 100% of the Fatherland Front organizations and socio-political organizations at the district level and 85% at the grassroots level successfully complete their tasks or better.

+ Average income of people reaches over 66 million VND/year; product value per 1 hectare of cultivation reaches 95 million VND.

+16/16 communes meet 19 new rural criteria, 2 communes meet advanced new rural standards.

+ The number of tourists to the area reached 1.6 million; revenue from tourism and services reached 1,120 billion VND.

+ The district has more than 70% of schools meeting national standards.

Based on functions and tasks, each cadre, party member, and unit proactively reviews, analyzes, and develops specific plans and roadmaps to have breakthrough solutions in the year to accelerate and reach the goal of the District Party Congress Resolution. Inspection and supervision work within the Party is promoted, the Fatherland Front and socio-political organizations effectively carry out social supervision, especially programs, policies, projects, and the implementation of democracy at the grassroots level. From the results of supervision, there are directions and instructions for the People to promote their mastery, creating a basis for advising the Standing Committee of the District Party Committee to promptly handle areas where there is a lack of democracy leading to frustration among the People and within the agency.

The key and breakthrough tasks from now until the end of the 2020 - 2025 term are to promote investment attraction, mobilize and effectively use resources, ensure harmonious and sustainable development; maximize the potential and advantages of the district to promote economic growth associated with social security. Speed ​​up the implementation of infrastructure investment programs and projects; strengthen and maintain solidarity and unity, determination in leadership and management; urge inspection and supervision of effective implementation of public investment disbursement in 2024; direct administrative reform, increase the rate of online settlement of files at levels 3 and 4.

With new potential and opportunities, the Party Committee, government and people of Bao Yen district continue to unite, innovate, create, mobilize the combined strength of the political system, and the consensus of the people to deploy and successfully complete the political goals and tasks of 2024 and the Resolution of the 22nd District Party Congress, contributing to soon making Bao Yen a fairly developed district of Lao Cai province, a district that meets the new rural criteria in 2025.
