Effective community mobilization in ensuring security and order at the grassroots level.

Building the movement for all citizens to protect national security has become a regular and continuous task in localities across Quang Ninh province. In particular, the effective implementation of skillful mass mobilization has helped to harness the great strength of the people to participate in maintaining security and order at the grassroots level.

The Fatherland Front Committee of Quang Trung ward (Uong Bi city) organized a campaign to raise awareness and encourage residents to maintain urban security and order after the expansion of Lung Xanh road.

Dong Trieu City is currently maintaining 17 successful mass mobilization models at the provincial level, 51 at the district level, and nearly 200 at the grassroots level across various fields. The local security and order situation has been maintained, with many positive changes at the grassroots level, thanks to these successful mass mobilization efforts, which have attracted the attention and support of a large number of officials, Party members, and the people.

Specifically, localities and units have focused on doing a good job in mass mobilization work, closely following the actual situation and conditions, with the main focus being: self-prevention and self-management, combating crime and social evils; mediation at the grassroots level, resolving disputes in land acquisition, site clearance, compensation and resettlement; building culturally advanced families, residential areas, agencies and enterprises...

For example, the model of "Mobilizing workers to participate in implementing the 5 safety measures in enterprises" (safety in the working environment, safety in labor, occupational hygiene and safety, fire prevention and control, and disease prevention and control) has been widely embraced, maintained, and effectively implemented by workers. This ensures both internal safety and contributes to maintaining security and order in the area where the unit or enterprise is located.

Border Guard officers from Tra Co Border Guard Station, in coordination with the self-governing security team, patrol the border area.

In border areas like Tra Co ward (Mong Cai city), the work of mobilizing the people to self-manage the border, boundary markers, and maintain political security and social order is always given top priority. This task involves the overall participation of the Party committee, government, Fatherland Front, and political and social organizations, along with the police and border guard forces. Given Tra Co's unique Catholic parish status, the role of the Parish Council, religious leaders, and respected individuals is also crucial in promoting unity among parishioners, encouraging virtuous living, and protecting peaceful lives. Notably, the Tra Co Border Guard Post plays a key role in advising the local government and coordinating with the Tra Co Parish to establish self-governing security teams, regularly organizing awareness campaigns and disseminating legal knowledge to households.

Mr. Vu Dinh Phuc, Head of the Parish Council of Tra Co Parish, shared: "Propaganda activities are often integrated into parish meetings and religious studies, so parishioners have effectively implemented the Party's guidelines and policies, and the State's laws. Through this, parishioners have actively participated in border patrols and combating various types of crime along the border. In each residential group and neighborhood, there are core groups of people who actively participate in detecting and reporting crimes, and mediating conflicts among the people."

Currently, over 1,900 successful mass mobilization models have been implemented across various fields in the province. In 2024, localities and units in the province registered to build 61 provincial-level models, including 49 collective models and 12 individual models. Many localities and units have outstanding models that bring clear effectiveness in maintaining security and national defense, focusing on difficult areas such as: land clearance for key investment projects; dialogue and mediation of complex cases at the grassroots level; gradually combating crime and social evils, maintaining security and order... Successful mass mobilization has contributed to strengthening the great national unity.

From March 1st, 2025, the district-level police force will be officially dissolved, and the commune-level police force will be decentralized, strengthened with many tasks, and become one of the leading forces in the fight against crime. To carry out the task of investigating and handling crimes under the new model, the Provincial Police Department has established 4 grassroots investigation teams responsible for 4 areas: Ha Long; Dong Trieu, Uong Bi, Quang Yen; Cam Pha, Van Don, Co To, Ba Che, Tien Yen; Mong Cai, Hai Ha, Dam Ha, Binh Lieu. These teams belong to the Investigation Team of the Provincial Police Investigation Agency Office, carrying out the task of investigating and handling crimes within the authority of the former district-level police investigation agencies and providing guidance to the commune-level police.
