Minister and Chairman of the Ethnic Committee Hau A Lenh affirmed that the Party and State always pay attention to the socio-economic development of ethnic minority areas, including the development of the cultural sector, the preservation, maintenance and promotion of the cultural identity of ethnic groups. This is a major policy and there are many policies in different stages of implementation.

According to the summary of the Ethnic Committee, cultural policies in ethnic minority areas have been implemented synchronously and comprehensively in areas such as: preserving language, writing, festivals, customs and practices, cultural and artistic activities, building intangible culture, and cultural institutions in ethnic minority areas.

To date, almost all provinces and cities have implemented policies issued by the Government to preserve language, writing, festivals, customs and practices.

Regarding the construction of a museum system for preservation and maintenance, there are currently 3 central-level museums and 65 provincial-level museums collecting, inventorying and displaying traditional cultural values ​​of ethnic groups in general, including ethnic minorities in particular. There are 407 projects to collect, preserve and develop the intangible cultural identity of ethnic minority areas being implemented; 145 intangible cultural heritages of ethnic minorities are included in the list of national intangible cultural heritages; 559 ethnic minorities are recognized as artisans...

Minister and Chairman of the Ethnic Committee Hau A Lenh said that Conclusion No. 65-KL/TW of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the 9th Party Central Committee on ethnic work in the new situation, has outlined 8 groups of tasks and solutions. Among them, a very important group of tasks and solutions is to improve the cultural enjoyment of the people; invest in building a system of cultural institutions for each region and locality and pay attention to repairing historical and cultural works.

In the spirit of the Politburo's direction, the Government reported to the National Assembly and the National Assembly issued Resolution No. 88/2019/QH14 approving the Master Plan for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period. This is the basis for issuing Resolution No. 120/2020/QH14 approving the investment policy of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period. Accordingly, out of a total of 10 projects, there is 1 project (Project 6) focusing on preserving, promoting and maintaining the cultural identity of ethnic minority areas.

According to the goals set by Project 6, Minister and Chairman of the Ethnic Committee Hau A Lenh said that by the end of 2023, the goal of 80% of villages having cultural houses; 50% of villages having traditional cultural and artistic teams operating regularly has basically been achieved.

Thus, compared to the goals set by the National Assembly, the main targets in this period have been basically achieved. That is, 120 festivals of ethnic minorities will be preserved in ethnic minority areas; 80 traditional villages will be built and preserved to serve cultural preservation and development associated with tourism development; the State budget will support investment in building 20 village-level cultural models; 800 clubs and folk cultural activities will be built in ethnic minority villages.

In addition, there are targets to support the construction of 3,590 village-level cultural and sports institutions; 80 typical tourist destinations of ethnic minority and mountainous areas; implement 200 projects to collect, restore, preserve and promote intangible culture that is at risk of fading away; organize 320 training courses, training, teaching on expertise, profession and intangible culture, and guide the construction of community cultural villages in ethnic minority areas...

Currently, documents guiding the implementation of Resolution No. 120/2020/QH14 have been issued. Localities are organizing the implementation of this project. From the perspective of a state management agency, Minister and Chairman Hau A Lenh said that if the Ministry of Culture, Sports and Tourism and localities fully implement and disburse all allocated capital, it will basically meet the requirements and desires to preserve, maintain and promote national identity.

Agreeing with the answer of Minister of Culture, Sports and Tourism Nguyen Van Hung on solutions to mobilize capital and solutions on management and development of cultural tourism products, Minister and Chairman Hau A Lenh said that in the coming time, the Ethnic Committee will closely coordinate with the Ministry of Culture, Sports and Tourism to seriously and fully implement the policies and guidelines issued by the Party and the State.

In 2025, the Ethnic Committee will coordinate with the Ministry of Culture, Sports and Tourism to comprehensively review the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, including the cultural development project; thereby proposing solutions for implementation in the 2026-2030 period.
