From July 1, 2024, customers must authenticate their biometrics when making certain banking transactions on digital banking applications on mobile devices (Mobile Banking). Currently, banks in the province are actively promoting and supporting customers to complete the steps to update biometric information for smooth and uninterrupted payment transactions.

From July 1, money transfers over 10 million VND must be authenticated by face or fingerprint.

According to Decision No. 2345 of the State Bank of Vietnam (SBV) on implementing safety and security solutions in online payments and bank card payments of the SBV, from July 1, money transfers over VND10 million must be authenticated by face or fingerprint. The total amount of transactions over VND20 million/day must be authenticated by biometrics or can use a chip-embedded citizen identification card (CCCD), VNeID account or biometric data stored in the bank's database. The purpose of facial authentication is to ensure that the owner is making transactions on digital banking. This technology helps increase the security and safety of customers' bank accounts. In case a fraudster uses another person's account to transfer money, the police will quickly identify the identity by comparing it with the information on the chip-embedded CCCD.

BIDV Thanh Hoa supports customers with biometric authentication via SmartBanking.

Present at the BIDV Thanh Hoa transaction counter in the late afternoon of July 1, Ms. Le Thi Lan in An Hung ward (Thanh Hoa city) said: “Due to the nature of my job, I often transfer amounts of over 10 million VND per transaction/day, I feel worried that not having time to convert and authenticate will affect my business. I am afraid that if I do something wrong, my account will be locked, so I choose BIDV Thanh Hoa Head Office for support from bank staff. With enthusiastic support from bank staff, and my personal information has been identified at level 2, the authentication is very fast, in less than 5 minutes, the entire process of updating biometric authentication information is completed, all transactions through my account will not be interrupted".

Reporters' observations at commercial banks in the province on July 1 and 2 showed that banks are increasing staff to support customers in performing biometric authentication on digital banking applications on mobile devices.

Ms. Cao Lan Anh, Deputy Head of Personal Customer Department, Bank for Investment and Development of Vietnam - Thanh Hoa Branch (BIDV Thanh Hoa), said: "To promptly support customers to avoid interruption in money transfers on the Smartbanking application, BIDV Thanh Hoa has trained 100% of officers and employees, each BIDV Thanh Hoa officer is an ambassador to promote, support and guide biometric authentication on the Smartbanking service.

With a chip-embedded citizen ID card, customers can self-authenticate their biometrics using an online transaction application, otherwise they have to go directly to the bank. Recently, BIDV Thanh Hoa has stepped up communication to customers about this new policy, continuously announcing and calling on customers to update their biometric data. At the same time, increasing the number of on-duty staff and guiding customers to successfully perform the operations, every day BIDV Thanh Hoa supports thousands of customers to complete the steps to update biometric information for convenient and uninterrupted payment transactions.

To support customers in updating information, for nearly a month now, many transaction points of the Bank for Foreign Trade - North Thanh Hoa Branch (Vietcombank North Thanh Hoa) have been open even on weekends.

Ms. Pham Anh Van, Deputy Director of Vietcombank Bac Thanh Hoa, said: “From June 2024, the entire authentication system connected online with the Ministry of Public Security has been put into operation, authentication applications have been completed to be ready to meet new regulations. With a chip-embedded citizen ID card, customers can self-authenticate biometrics using an online transaction application, otherwise they have to go directly to the bank.

Recently, Vietcombank Bac Thanh Hoa has stepped up communication to customers about this new policy, continuously announcing and calling on customers to update biometric data via Digibank application and call center messages. At the same time, it has increased its staff on duty and guided customers to successfully perform the operations. Vietcombank Bac Thanh Hoa is currently serving hundreds of thousands of customers, currently guiding more than 1,000 customers every day to collect biometrics at transaction counters under the branch. The bank recommends that customers do not update biometrics via any other website or application to avoid the risk of fraud and scams.

BIDV Thanh Hoa supports customers with biometric authentication via SmartBanking.

At the Vietnam Joint Stock Commercial Bank for Industry and Trade - Thanh Hoa Branch (Vietinbank Thanh Hoa) on July 1 and 2, thousands of customers came directly to the headquarters to receive support for biometric authentication installation. To ensure that the conditions are met and transactions are not interrupted, Vietinbank organized a review of all customers. For customers who have not performed biometrics, Vietinbank will automatically support customers, ensuring that all customer transactions take place smoothly.

Military Commercial Joint Stock Bank Thanh Hoa Branch is also reviewing customer information, dividing it into different groups to best support customer transactions.

To support people in completing the steps to update biometric information, the State Bank of Thanh Hoa has directed commercial banks to proactively coordinate with the National Population Data Center - Department of Administrative Police for Social Order (Ministry of Public Security) and other relevant organizations to prepare plans to handle difficulties and problems in the process of registering and using biometric authentication services from July 1, 2024. At the same time, deploy technical solutions to ensure security and safety of information and customer data, comply with legal regulations on personal data protection...

Up to now, 100% of joint stock commercial banks in the province have implemented the requirement for account holders to authenticate biometrics when transferring money via online accounts or depositing money into e-wallets over 10 million VND/time or 20 million VND/day. In the coming days, people need to continue to proactively update biometric information on the Mobile Banking application to enhance transaction security, proactively plan their finances and avoid affecting the progress of future transactions.
