Realizing housing for the poor
In carrying out the socio-economic development tasks in the past terms, Ninh Binh province has always focused on and devoted many resources to effectively implementing social security policies. This is clearly shown in the Document of the 22nd Congress of the Ninh Binh Provincial Party Committee, term 2020-2025: "Ensuring social security, improving the quality of poverty reduction, focusing on job creation; promoting human resource development, especially high-quality human resources, improving the quality of vocational education".
The spirit of the Resolution of the 22nd Provincial Party Congress has been concretized by the Provincial Party Committee, People's Council, and People's Committee through specific resolutions, programs, and plans that closely follow and are suitable to local realities. Many Resolutions have become "compasses", attracting and gathering the participation of many social resources. Resolution No. 43/NQ-HDND, dated March 10, 2023 of the Provincial People's Council, stipulating the policy of supporting the construction and repair of houses for poor households in Ninh Binh province in the period of 2023-2025 (Referred to as Resolution No. 43) is one of those typical policies.
Ms. Dinh Thi Thanh and Mr. Nguyen Van Tu (Yen Mo district) are two of nearly 500 poor households in the province who are the first beneficiaries of Resolution No. 43. No longer worried about housing during the rainy season, and warmed when preparing to celebrate Tet for the first time in a new, spacious house, poor households like Ms. Thanh and Mr. Tu could not hide their emotions. Mr. Tu expressed: The support of 100 million VND from Resolution No. 43 is a huge amount of money, which I could not earn in my entire life. With this support, I have more motivation and determination to demolish the old, dilapidated house and mobilize more funds to build a solid house. I am very grateful for the province's policy and the help of my brothers and the community. This is a great and meaningful gift for my family.
Mr. Bui Van Voi, Head of the Department of Labor, War Invalids and Social Affairs of Yen Mo district, said: Resolution No. 43 of the Provincial People's Council is a very humane policy for the poor. This is the first policy with a fairly high level of support for the poor to build new and repair houses: 100 million VND/new house and 50 million VND/repaired house. In order for the policy to reach the right subjects and fully promote its effectiveness and significance, the District People's Committee has directed specialized departments and localities to mobilize the entire political system to participate, focusing on implementing good propaganda work to residential areas; making sure the survey work is done so as not to miss any subjects; being careful and determined not to let any policy take advantage. In addition, localities, each family, clan... also have practical activities, with their own ways to accompany the policy, supporting the poor to build and repair houses. Up to now, Yen Mo district has completed 80 houses for poor households; Of which, 65 households were supported for new construction and 15 households were supported for repairs.
In recent years, our province has done quite well in supporting housing for poor, near-poor households, and households with meritorious services. Based on resources, mechanisms, and general policies issued by the Central Government, our province has proactively taken advantage of integrating with local budgets and other mobilized resources, issued specific policies and projects suitable for the locality, contributing to the effective implementation of poverty reduction in general, and supporting the construction and repair of houses for poor households in particular.
Typically, in 2010, Ninh Binh province completed the elimination of dilapidated thatched houses for policy beneficiaries and poor households, with 2,660 newly built and repaired houses, with a total support budget of over 62 billion VND; in the period of 2015-2020, 3,253 households with meritorious services to the revolution and poor households received housing support, with a total budget of over 120.1 billion VND, and was assessed by the Central Government as a province in the top of the country in supporting poor households and policy households with housing difficulties.
It is expected that in the period of 2023-2025, our province will allocate over 84 billion VND from the budget to implement Resolution No. 43. Currently, 500 poor households have been approved by the Provincial People's Committee to support the construction and repair of new houses in 2023. By 2025, 100% of poor households with housing difficulties in the province will be supported to build new houses or repair them.

Many special policies to care for the disadvantaged
Entering the 2022-2025 period, our province still has 9,614 poor households, accounting for 3.07%; 10,881 near-poor households, accounting for 3.48%. During this period, the number of poor households in the province is not much, localities and related units have also researched and advised the province to issue specific policies based on the province's resources and are truly suitable to the actual situation so that the policies can be effective.
Ms. Le Thi Luu, Deputy Director of the Department of Labor, War Invalids and Social Affairs, said: The biggest challenge in poverty reduction at the present stage is that most poor households are elderly, single, have accidents, illnesses, etc. Therefore, in addition to synchronously and effectively implementing support policies of the Party and State, our province has also researched, issued and implemented many specific support policies that are very important, comprehensive, diverse, and improve the accessibility of target groups, especially the disadvantaged.
Many specific policies have been implemented, creating a strong impression on the work of ensuring social security in the province. Typically: Resolution No. 23/2020/NQ-HDND dated May 27, 2020 of the Provincial People's Council stipulating support policies for poor households with members who have contributed to the revolution in Ninh Binh province; Resolution No. 07/2023/NQHDND of the Ninh Binh Provincial People's Council on amending and supplementing a number of articles of the Regulation issued together with Resolution No. 130/2021/NQ-HDND dated December 10, 2021 of the Ninh Binh Provincial People's Council promulgating the Regulation on social assistance standards, social assistance levels and support for a number of subjects in difficult circumstances in Ninh Binh province that have not been regulated in Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government; Resolution No. 61/2022/NQ-HDND dated October 27, 2022 of the Provincial People's Council on regulations on supporting health insurance premiums for a number of groups of subjects with permanent residence registration in the province.
Evaluating Resolution No. 61, Mr. Vu Xuan Dang, Deputy Head of the Standing Committee of the Provincial Elderly Association, said: Currently, there are 152,640 elderly people in the province, accounting for 13.5% of the population. In recent years, the elderly in the province have enjoyed policies such as: social allowances, health insurance cards, allowances for meritorious people, longevity wishes, gifts, etc. Resolution No. 61 of the province was issued with a policy of supporting 100% of health insurance premiums for the elderly group from 70 years old to under 75 years old (the age group that has not yet enjoyed the State's support policy), helping them to reduce difficulties, improve their quality of life, encourage the elderly to live "happily, healthily, usefully", contributing to improving the quality of life for the elderly.
In particular, with the goal of "Leaving no one behind", since 2017, our province has launched the establishment of the "Repaying gratitude and social security" Fund to mobilize resources to better implement the work of showing gratitude to those with meritorious services and ensuring social security. With the joint efforts of social forces, as of November 25, 2023, the total amount of money mobilized to support the Fund at all 3 levels reached over 56.7 billion VND.
From the above Fund, in 2023 alone, it supported the construction and repair of 377 solidarity houses and gratitude houses for people with meritorious services, the poor, and people in especially difficult circumstances; helped 36 poor households develop production; helped examine and treat 498 people; supported 4,088 students of poor households to overcome difficulties in their studies,... contributing significantly to improving the quality of life for policy beneficiaries, significantly reducing the poverty rate in the province.
By the end of 2023, the whole province will have 5,905 poor households, reaching 1.86% (down 0.5% compared to 2022); 7,207 near-poor households, reaching 2.27% (down 0.54% compared to 2022). Thus, the reduction in the number of poor and near-poor households in 2023 exceeded 31.7% compared to the plan assigned by the province at the beginning of the year. In addition, other tasks such as: taking care of the lives of people with meritorious services, social protection are implemented promptly and fully, the work of preventing and combating social evils, protecting children, gender equality has many positive changes... have created strong impressions in the work of ensuring social security, political stability, and social order and safety in the province.
