That was one of the requests of comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, for all levels, sectors and localities in flood response work when inspecting the dike system of Huu Tra Ly and Ta Hong Ha 2 in Thai Binh city and Vu Thu district on the afternoon of September 10.

The Provincial Party Secretary inspected and directed flood response work at the vulnerable point of Suy Hang embankment, Minh Lang commune (Vu Thu).

Accompanying him were comrade Lai Van Hoan, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue; leaders of the Provincial Police, the Provincial Military Command, and the Department of Agriculture and Rural Development.

The delegation inspected the field at Suy Hang embankment, Minh Lang commune; Phu Sa embankment, Tu Tan commune; the embankment and dyke area of ​​Thai Sa village, Vu Van commune, Vu Thu district. These are important embankment points that are of great concern when the flood is complicated on Tra Ly river and Hong Ha river.

After listening to the district and local leaders report on response scenarios and preparations for human resources, materials and equipment to serve the dike protection, the Provincial Party Secretary acknowledged and commended the localities for actively participating and strictly following the direction of the Central and the province on natural disaster and flood prevention and control.

However, facing the high risk of flooding, the Provincial Party Secretary requested all levels, sectors, localities, and each citizen to remain calm but not subjective, strictly follow the instructions of the Central Government, the province, and the district, and proactively take all response plans to flood situations. We must be ready from leadership and direction to implementation, especially at each vulnerable point, each locality must be promoted and implemented in all situations.

The Provincial Party Secretary emphasized: The motto must ensure absolute safety for people and property for the people as the top priority; in which, maintaining the national dike, then depending on each dike level, having appropriate protection measures. Districts, communes and villages need to promote the thousand-year experience of their ancestors in flood prevention, both complying with the direction of the Central Government, the province and the district, and at the same time having specific solutions, suitable for each locality, characteristics from the dike section. All must strictly implement the work of being on duty 100% of the staff continuously day and night, monitoring, grasping, and fully updating information, flood situation, especially in the management area, signs of risk of dike works to have timely and effective response solutions. Promote the spirit of initiative within the scope of responsibility and ability to immediately resolve and handle when bad situations occur, and at the same time report to superiors for support in response and rescue if necessary. Leaders at all levels must be decisive, resolute, proactive, and dare to decide on all measures to respond to natural disasters. It is necessary to step up propaganda to raise awareness, vigilance, cooperation, and take drastic measures to evacuate people in flood-prone areas to safety in an orderly and quick manner, avoiding chaos.

The Provincial Party Secretary also requested the Provincial People's Committee and districts to prepare plans to allocate and allocate resources from funds to purchase supplies to proactive logistics and medicine so that if the worst situation occurs, people will still be guaranteed not to suffer from hunger and cold, and local isolation will not occur.

Flood water on the Red River rose rapidly, inundating many rice fields and crops along the riverbank of Thai Sa village, Vu Van commune (Vu Thu).
