Overcoming difficulties to hand over 100% clean premises

The main route of the Quang Ngai - Hoai Nhon expressway through Quang Ngai province has been 100% handed over, ahead of schedule compared to the Prime Minister's direction.

At the intersection with provincial road 623B through Nghia Ky commune, which is considered a hot spot for highway land through Quang Ngai province, the airy construction site is bustling with the sound of machinery constructing overpass piers. Motor vehicles and human resources are mobilized by the contractor to organize bustling construction teams.

Few people know that as of late May, there were still 80 houses here that had not been demolished.

From above, the Quang Ngai - Hoai Nhon expressway has been cleared. Along the route, the image of the hamlets is no longer there, instead, there is continuous construction work, machinery and human resources are deployed everywhere, turning this place into a large construction site.

Chairman of Tu Nghia District People's Committee Nguyen Dang Vinh said that after the launching ceremony of 30 days to complete the site clearance for the North-South Expressway, the locality mobilized the entire political system to join in with the spirit of "overcoming the sun and overcoming the rain", completing 100% of the site clearance work and handing it over to the contractor to ensure the project is completed and put into use as planned.

"The location of provincial road 623B and the route to Truong Oi is really a "hot spot" in terms of land because most of it is residential, including cases of houses built on agricultural land, but people have no other place to live. At the same time, there are cases where the land book is registered as 299, but there is no compensation and resettlement mechanism.

This is what makes those working on site clearance "lose sleep", but then with the highest political determination, the Provincial Party Committee's policy and especially the consensus of the people helped the compensation and site clearance work for the local expressway to be completed ahead of the time assigned by the province", Mr. Vinh said.

Similarly, along the main route through Nghia Hanh, Mo Duc districts and Duc Pho town, the land clearance problems have disappeared, instead, construction teams are simultaneously deployed. Machinery and equipment are arranged along the construction site, especially at the sites that have just been handed over, contractors have increased the number of locomotives and equipment to work in 3 shifts and 4 crews to make up for the progress.

General Director of Deo Ca Transport Infrastructure Investment Joint Stock Company Nguyen Quang Huy said that the cleared land at the beginning of the route is extremely important to the project.

"After receiving the clean site from the locality, we will immediately increase the construction to focus on increasing the volume, regaining the progress that was delayed due to previous site problems," said Mr. Huy.

Immediately after the site was handed over, the project contractor mobilized machinery and mechanical equipment to approach the site and speed up construction work.

"Currently, the construction work is being deployed throughout the project with more than 40 construction teams, in which the teams focus on the critical points of handing over the site as well as the bridge system, the river along the route and the construction of tunnels through the mountains. We are making efforts to ensure the construction progress and disbursement of capital as planned," Mr. Huy shared.

Focus on thoroughly solving the additional land area

Speaking with Giao Thong Newspaper, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien said that up to now, the province has completed 100% of the site clearance work for the main route of the project, ahead of schedule when handing over the entire site on June 25, before the Government's deadline of June 30.

"The results achieved have great contributions from the people. The consensus of the people is the important "key" in completing the site clearance work for the main route of the project," said Mr. Hien.

It is known that the Quang Ngai - Hoai Nhon Expressway has a route length of more than 88km, of which the section passing through Quang Ngai province is more than 60km long. To construct the project, Quang Ngai province reclaimed 494 hectares of various types of land.

The contractor mobilized the QL24 overpass foundation drilling machine to the construction site to start construction right after the last house on the route was dismantled.

The total number of affected organizations, households and individuals is 5,743, of which 723 households must be resettled; the number of graves that need to be relocated is 5,000.

Regarding infrastructure, 8 high-voltage 220kV and 110kV lines will be relocated; 145 medium-voltage 35kV and 22kV lines will be relocated; 414 low-voltage 0.4kV lines will be relocated.

Regarding mineral mines, the Quang Ngai Provincial People's Committee said that by the end of May, 14 mineral mines had been granted as proposed by the contractor, including 10 soil mines and 4 sand mines. For stone mines, the contractor used stone salvaged from tunnel excavation and commercial mines.

Currently, the problems with the site and material mines have been resolved, only a few locations in the XL02 package have technical infrastructure that has not been relocated yet.

Although the main route site clearance work has been completed, the site clearance work for branch routes, access roads as well as the additional area increased after the project started is nearly 11 hectares.

At the same time, Project Management Board 2 is adjusting and supplementing the design for the locations of service roads, residential roads, flood prevention solutions, additional rest stops, auxiliary works, etc., thereby increasing the area of ​​land that needs compensation and clearance.

Quang Ngai province is striving to complete the entire site clearance work for the entire project, especially the additional area.

Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien said that to thoroughly handle the site clearance work of the entire project, the investor needs to quickly finalize the design documents, install additional and adjusted GPMB stakes; complete, approve and hand over the site clearance stakes to the locality.

The province will actively carry out site clearance work after the handover and strive to complete this work as soon as possible to contribute to the Ministry of Transport in completing the project and putting the project into operation.

The Quang Ngai - Hoai Nhon Expressway is 88km long, of which the section passing through Quang Ngai province is 60km long. The project has a total investment of more than VND 20,000 billion, with Project Management Board 2 as the investor, starting on January 1, 2023 and expected to be completed and put into operation in 2026. This is one of 12 component projects of the North-South Expressway in the East, starting in 2023 and is the project with the largest investment capital, of which the highlight is the 3 tunnels through the mountains. Tunnel No. 3 connecting Quang Ngai and Binh Dinh provinces is 3.2km long, when put into use, it will be the 3rd longest road tunnel in the country after Hai Van Tunnel and Deo Ca Tunnel.
