Water shortage due to drought
Due to the impact of heat and drought, some localities in the province such as Tanh Linh, Ham Thuan Nam, Bac Binh ... are currently experiencing a shortage of water for daily life and production. For example, in Tanh Linh district, in addition to the nearly 500 hectares of crops lacking irrigation water, the raw water supply for the Duc Binh water system is depleted, leading to a shortage of water for about 30 households/150 people in village 4 of ethnic minorities. Some areas in Duc Phu, Nghi Duc, Huy Khiem communes in high terrain lack water from small water supply works, dug wells, and drilled wells, 564 households/2,008 people.
From this difficult reality, to prevent and overcome in time, the People's Committee of Tanh Linh district said that for households lacking domestic water in Duc Phu, Nghi Duc, Huy Khiem, Duc Binh communes, the People's Committees of the communes have propagated and mobilized people with the spirit of mutual love, sharing water resources with neighboring households for daily life. Along with that, mobilize people to dig ponds, build tanks to store water and use water economically, avoiding wasting and losing water resources in drought conditions. On the other hand, people should use the raw water source supplied to Duc Binh, Mang To, Suoi Kiet Water Plants, use water reasonably and economically.
According to the People's Committee of Tanh Linh district, Nghi Duc commune has invested in 2 wells to supply water for daily life in the dry season, but the 2 wells only have 1 pump head, lacking 1 pump head and 2 tanks. Therefore, the locality proposed that the Provincial Center for Clean Water and Rural Environmental Sanitation consider and propose additional support to ensure water supply. At the same time, regularly check and evaluate the situation of raw water sources supplied to water plants to propose solutions to ensure water sources, regulate and allocate water sources reasonably to serve the people.
There is a plan to provide domestic water for the dry season in 2024.
The Provincial Center for Clean Water and Rural Environmental Sanitation said that in order to coordinate in solving the shortage of domestic water in the dry season in the province, the center has inspected, reviewed and updated the 2024 dry season water supply plan for areas experiencing shortages of domestic water; plans to handle local water shortages. From there, propose solutions to ensure adequate domestic water supply in the 2024 dry season at water supply works (CTCN) managed by the center. At the same time, continue to proactively inform localities and people about the water source situation and water supply plan so that people can proactively store water. Closely coordinate with localities where industrial parks are experiencing long-term water shortages to implement plans to transport water by tanker trucks of the Public Works Management Board, the Fire Prevention and Fighting Police Department - Local Rescue from the nearest industrial parks with stable water sources, gathering at appropriate centralized water intake points for people to conveniently get water for use.
In addition to solving the urgent problem of domestic water shortage in Tanh Linh district and some other localities, one of the long-term solutions to solve the water shortage situation is to invest, upgrade, expand and receive CTCN to serve water supply in the dry season of 2024 and the following years. According to Mr. Tran Van Liem - Director of the Center for Clean Water and Rural Environmental Sanitation, to completely solve the water shortage situation in the communes of Binh Tan, Song Luy, Luong Son town (Bac Binh), the center recommends that the Management Board of Investment Projects for Construction of Agricultural and Rural Development Works of Binh Thuan Province (Agricultural Project Management Board) submit to competent authorities for policy and capital allocation to invest in Song Luy Water Plant. In addition, it is necessary to continue building Suoi Da Water Plant to supplement the capacity, flow and pressure of domestic water supply for communes far from the Ham Thuan Bac clean water supply system and transfer additional flow to Ham Duc commune, Phu Long town (Ham Thuan Bac); communes and towns in Phan Thiet city such as Thien Nghiep, Mui Ne and Hong Phong commune (Bac Binh) to connect additional pipelines and support each other between water supply areas.
The Center for Clean Water and Rural Environmental Sanitation recommends that the Department of Agriculture and Rural Development advise the Provincial People's Committee to direct localities to propagate and mobilize people to use water economically, promote the construction of household water supply works, dredge and clear dug wells, drill wells, build tanks and water tanks to proactively provide water for daily life during the severe dry season. Localities should proactively develop specific plans to solve the shortage of domestic water in the area. Statistics should be compiled on the number of local people lacking domestic water, review the subjects eligible for State support for purchasing domestic water due to the impact of drought, proactively use local budget capital to promptly purchase water, and provide financial support for people...
According to the provincial Hydrometeorological Station, from the beginning of March 2024 until now, the total water volume on the Luy River is about 35.7% lower than the average of many years (TBNN), about 25% less than the same period in 2023. The total water volume on the La Nga River is about 81% less than the average, about 56.5% less than the same period in 2023. In addition, the average capacity of irrigation reservoirs is at over 35% of the design capacity. The warning of the lowest flow in the dry season is likely to occur in the second half of April 2024.
