According to Mr. Nguyen Tuan Dung, Deputy Director of the Department of Construction of Bac Ninh, the province currently has nearly 6,000 completed social housing units, but only more than 3,000 units have been registered for purchase.

The reason is that social housing for workers is often concentrated in industrial parks (IPs) and export processing zones in districts and communes. Therefore, low-income people in rural areas are not allowed to buy or rent, leading to few eligible buyers.

There is also the issue of income tax. According to current regulations, people with incomes over 11 million VND must pay personal income tax. With 11 million VND per month, after living expenses, not to mention having to send money back to their families, they cannot afford to buy.

In addition, most workers are from other provinces, so they do not need to buy houses, but only want to rent houses. Therefore, developing accommodation will be more suitable.

In the coming time, in order to develop worker accommodation, the Ministry of Construction needs to research and advise on forming a system of standards and regulations from the stage of selecting investors to the stage of planning, managing the development and use of social housing, ” Mr. Dung emphasized.

Regarding the selling price, the current regulation is that it can only be appraised once in the initial stage. But with a controlled interest rate of 10%/year, when the project is completed, along with increasing material prices and inflation, there are no regulations guiding price adjustment.

“In the coming time, the Ministry of Construction will study and supplement the Law on Amendments to submit to the National Assembly for approval, paying attention to issues related to prices. If prices are adjusted annually, it will be the basis for businesses to further promote their participation in investing in developing social housing, especially industrial housing,” said the leader of the Department of Construction of Bac Ninh province.
