Bac Ninh province has invested in 51 social housing projects for low-income people and housing for industrial park workers, with a total land area of about 157 hectares.
When completed, the projects will provide approximately 3.9 million square meters of housing floor space, equivalent to more than 46,500 apartments, providing accommodation for approximately 180,000 people.
Of these, there are 29 social housing projects for low-income people, with a construction scale of 15,500 apartments, providing accommodation for 75,000 people, including 21 completed projects and 8 projects preparing for investment and construction.
In addition, Bac Ninh province is also investing in 22 worker housing projects, with a construction scale of 31,000 apartments, providing accommodation for about 105,000 people, including 7 completed projects and 15 projects under preparation for construction.
Recently, project owners have advertised for sale nearly 1,700 worker housing units, but very few have been sold. Currently, 7 projects have unsold about 1,300 units.
Investors of social housing projects in Bac Ninh province have only sold 350 out of 1,700 worker housing units.
According to Mr. Nguyen Tuan Dung, Deputy Director of the Department of Construction of Bac Ninh, the province currently has nearly 6,000 completed social housing units, but only more than 3,000 units have been registered for purchase.
The reason is that social housing for workers is often concentrated in industrial parks (IPs) and export processing zones in districts and communes. Therefore, low-income people in rural areas are not allowed to buy or rent, leading to few eligible buyers.
There is also the issue of income tax. According to current regulations, people with incomes over 11 million VND must pay personal income tax. With 11 million VND per month, after living expenses, not to mention having to send money back to their families, they cannot afford to buy.
According to Mr. Nguyen Tuan Dung, in order for workers to be able to buy houses, it is necessary to consider their income level. In addition, most workers are from other provinces, so they do not need to buy houses, but only want to rent houses. Therefore, developing accommodation will be more suitable.
“We have discussed with the Government Working Group about the type of accommodation. This is the type of housing that workers have the highest demand for. In the coming time, in order to develop worker accommodation, the Ministry of Construction needs to research and advise on forming a system of standards and regulations from the stage of selecting investors to the stage of planning, managing the development and use of social housing, ” Mr. Dung emphasized.
According to Mr. Nguyen Tuan Dung, Deputy Director of the Department of Construction of Bac Ninh province, in order for workers to buy social housing, it is necessary to consider their income level.

Regarding the criteria, social housing is built with a density of 1.5 times and a land use coefficient of 1.5 times, but there are no regulations on social infrastructure criteria, so the planning implementation process is very confusing.
Regarding the selling price, the current regulation is that it can only be appraised once in the initial stage. But with a controlled interest rate of 10%/year, when the project is completed, along with increasing material prices and inflation, there are no regulations guiding price adjustment.
“In the coming time, the Ministry of Construction will study and supplement the Law on Amendments to submit to the National Assembly for approval, paying attention to issues related to prices. If prices are adjusted annually, it will be the basis for businesses to further promote their participation in investing in developing social housing, especially industrial housing,” said the leader of the Department of Construction of Bac Ninh province.
