Satisfy people's wishes
The project started in December 2024 and is divided into 4 packages. Of which, the section passing through the 3 hamlets of Suoi Da, Suoi Nhung, and Cay Cay in Tan Hung commune, Dong Phu district is the longest at 7.5km. Mr. Mai Ha Thanh, Chairman of Tan Hung Commune People's Committee, said: After the decision to invest in the project to upgrade and expand DT753, the Party Committee and People's Committee of the commune directed the government, the Vietnam Fatherland Front and mass organizations to focus on propaganda and mobilize people to support the implementation. “We have developed a plan to coordinate with the District Land Fund Development Center to conduct an inventory of all land areas of households affected by the project. At this time, the inventory of land and assets attached to the land has been completed. The whole commune has 458 land plots with a total area of 41,081.4 m2 affected and must be recovered. By March 21, 413/458 plots had been handed over by the people, reaching 90%. The remaining will be handed over according to regulations after receiving compensation and support,” Mr. Thanh added.
Contractor No. 2 working at Cay Da hamlet, Tan Hung commune focused on machinery to speed up progress with the spirit of working in the evenings and on Saturdays and Sundays.
Witnessing the bustling construction atmosphere of the contractor along the road, many households expressed their joy and excitement. Mr. Pham Thanh Hoanh in Suoi Da hamlet, Tan Hung commune shared: “Over the years, the road has seriously degraded, affecting the daily lives of the people, the traffic situation is complicated and dangerous. Now that the project is under construction, the people are very excited. After the inventory was completed, all households voluntarily dismantled their houses, structures, and crops on the land. Households with solid fences and gates were supported by the contractor using machinery to dismantle them.”
Mr. Truong Van Chien in Suoi Da hamlet, who sells sugarcane juice near the road every day, said: “My family was only affected by 3m. After setting up the markers, my family removed the corrugated iron roof and pushed the sugarcane juice cart back inside. Every day, each section of the road is mechanically cut, the surface layer is peeled off, and then rolled very quickly. The people here are very excited.”
Construction without days off
Mr. Pham Hong Tri, Commander of Package No. 3, section through Suoi Da Hamlet, Tan Hung Commune said: “With the spirit of the people handing over the site, the contractor will focus on clearing and constructing the site. At this time, the weather is sunny, we work overtime at night, taking advantage of working on Saturdays and Sundays. During the construction process, we continuously arrange water trucks to reduce dust, all sections under construction are strung with reflective tape, and at night there are flashing warning lights to ensure safe traffic for all vehicles. All workers focus on cooking and sleeping in the area near the construction site to reduce travel time. Therefore, the work progress is high. We strive to lay hot asphalt concrete by June 30, handing over the results in parts to the investor.”
The construction area of package No. 4, Cay Cay hamlet, Tan Hung commune, Dong Phu district is fenced off and warned of danger by contractors.
According to the representative of the Provincial Construction Investment Project Management Board, the project to upgrade and expand DT753 is expected to use 33 hectares of land. The board will coordinate with localities to carry out propaganda and mobilization work in the form of meetings at the People's Committees of communes, wards, cultural houses, hamlets, and neighborhoods. The majority of households within the project's scope of influence highly agree with the province's policy. Compensation, support, and resettlement work will be organized by the district-level People's Committees. Accordingly, the People's Committees of Dong Xoai City and Dong Phu District have assigned land fund development centers to organize compensation work... The total number of households affected by the project is about 1,516. The number of households that have handed over the site has reached 50%. The remaining people are waiting to complete the procedures, after receiving compensation and support payments, they will hand over. Some households have not been contacted because their addresses are unknown or they live far away and have not coordinated with local authorities to inventory land and assets attached to land.
According to the representative of the Provincial Construction Investment Project Management Board, the project is currently facing difficulties because within the scope of roadbed expansion, there are technical infrastructure works such as power lines, telecommunications systems, and clean water supply systems that need to be relocated for construction according to the approved scale. The most complicated of which is the power line system managed and operated by the Provincial Electricity Department. On February 24, 2025, the Provincial People's Committee issued Official Dispatch No. 815/UBND-TH directing Binh Phuoc Electricity to coordinate with relevant agencies to implement in accordance with regulations. However, up to now, Binh Phuoc Electricity Company has not yet implemented it.
The project to upgrade and expand DT753 is being accelerated by 4 contractors with human and material resources, the total work volume of the entire route has reached about 50%. The project is expected to be completed and put into use in 2025.
