On April 1, General Secretary To Lam chaired a meeting of the Politburo and the Secretariat to listen to a report on knowledge updates and give opinions on completing the topic of breakthroughs in science, technology, innovation, and digital transformation. The General Secretary said that this is an activity demonstrating the highest determination of the Party and State leaders in successfully implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation.

According to the General Secretary, in order to lead, direct and successfully implement the resolution, Politburo members and Secretariat members have taken the lead in updating knowledge about this new, difficult and constantly changing field. Affirming that developing science, technology, innovation and digital transformation is "a mandatory choice, the only way to develop the country and improve people's lives", the General Secretary requested that agencies in the coming time must strongly implement to achieve the two highest goals of better social governance and application in production, increasing labor productivity.

Previously, on the afternoon of January 20, General Secretary To Lam chaired the first meeting of the Central Steering Committee on science, technology, innovation and digital transformation. The General Secretary emphasized the need to thoroughly grasp the principled viewpoint of implementing tasks with focus and key points, emphasizing the core content in Resolution 57-NQ/TW, focusing on removing institutional barriers to develop science and technology. The General Secretary noted that the work must be carried out with a spirit of determination and urgency; each task must be assigned specifically, with clear measurement indicators and progress.

On March 7, chairing a national online conference to disseminate and implement laws and resolutions recently passed by the National Assembly, Prime Minister Pham Minh Chinh said that this is to meet the requirement of allocating at least 3% of total budget expenditure for breakthroughs in science and technology development, innovation, and digital transformation. The Government will also allocate many other resources to implement Resolution 57-NQ/TW such as issuing bonds, transferring capital from one place to another, etc.

It can be affirmed that the determination to successfully implement Resolution 57-NQ/TW is very clear and synchronous, with very specific progress in terms of time, work, and resources. That is understandable, because in the context of strong digital transformation around the world today, if we want to develop, we cannot help but be bold, creative, committed, and participate in this global game with fierce competition.

Many tasks related to Resolution 57-NQ/TW have been implemented, especially the National Assembly issued Resolution 193/2025/QH1 on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation. Immediately after Resolution 193/2025/QH1 was issued, with many groups of special mechanisms and policies, the initial steps to institutionalize Resolution 57-NQ/TW into practice have had positive results, digital transformation in agencies has initially had positive changes...

On March 18, at the meeting of the Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06, Prime Minister Pham Minh Chinh requested the development and promulgation of the National Program for Strategic Technology and Industrial Development.

This program focuses on a system of research centers, testing centers, and national key laboratories for strategic technology, while also building a Strategic Industrial Development Investment Fund... Vietnam will implement a paperless government and direct and operate in an electronic environment based on data...

Agencies need to promote the provision and improvement of online public services, in conjunction with the arrangement of administrative units, ensuring no work congestion, and shifting public services from “requesting” to proactively providing them to the people. This year, biometric technology and the VNeID platform will be mandatory at all airports, ports, and border gates...

This is information that people are very interested in, because it is directly related to the interests and convenience of the people. Being proactively provided, through the electronic environment, in the digital space is really ideal, extremely convenient, cost-saving, does not cause harassment, abuse, negativity...

Biometric technology and the VNeID platform, when applied at airports, ports, border gates, etc., will be very convenient for people to carry out mandatory procedures. In 2024, when I went to Singapore for work, I was surprised to carry out fully automatic immigration procedures in a very convenient way, with clear and easy-to-understand instructions from the machine, in facial recognition as well as information checking...

Also recently, on March 20, Da Nang International Airport applied an automatic immigration control system (Autogate), helping to shorten the time for passengers to complete immigration procedures; improve safety and security with an advanced biometric identification system...

This is clearly a very vivid and practical manifestation of digital transformation and the application of technology to life. This also shows that we can completely catch up with advanced countries and keep up with the times if we have clear strategies, tactics, and solutions in the process of developing science, technology, innovation, and digital transformation.

Of course, not only in the case of Autogate at Da Nang International Airport, in many other fields, we can also apply science and technology, digital transformation to solve the existing problems, obstacles, and bottlenecks for a long time. Applying science and technology to avoid inconvenience, waste, limitations, and negativity in society will certainly receive a positive reception from cadres, party members, and the majority of people.

This is very feasible, because the National Data Association was launched on March 22, with the mission of connecting management agencies, businesses, organizations and individuals operating in the data field. When information data is used promptly and for the right purpose, the benefits it brings will be enormous, and as General Secretary To Lam said, that "is the only way to develop the country and improve the lives of the people".
