3 hospitals prioritized for upgrading and new construction in Ho Chi Minh City

Faced with the serious deterioration of some hospitals, the Ho Chi Minh City Department of Health proposed prioritizing upgrading, renovating, and building three new hospitals to improve the quality of medical examination and treatment.

On the morning of January 2, the Culture - Social Committee of the Ho Chi Minh City People's Council conducted a survey on developing a comprehensive health care system for the people of Ho Chi Minh City.

There are no guidelines on establishing a hospital management board.

Mr. Nguyen Anh Dung - Deputy Director of the Ho Chi Minh City Department of Health, commented that in 2024, the Ho Chi Minh City health sector achieved many positive results, developed specialized healthcare, and many hospitals met international quality standards.

However, there are still many limitations and difficulties such as some hospitals are degraded and overloaded, specifically: Mental Hospital, Orthopedic Trauma Hospital, and Tropical Diseases Hospital of Ho Chi Minh City.

Currently, the Department of Health has a project to submit to the People's Council to invest in, renovate, upgrade, and even build new hospitals to improve service quality and develop specialized areas in the area.

In addition, Ho Chi Minh City currently has 7 hospitals that have been granted financial autonomy by the People's Committee of Group 1 according to Decree 60, but there are still no specific instructions on establishing a hospital management board such as establishing, reorganizing, and dissolving public service units.

The health sector will advise a committee to pilot the Management Board at a hospital pending specific guidance.

According to Mr. Dung, currently, health stations still face difficulties in terms of resources and staffing. The Department of Health proposes that when wards and communes are merged, the health station staff should be kept intact to ensure primary health care.

In addition, the price structure of medical services has not been calculated correctly and sufficiently, the financial management capacity of hospitals has not been invested properly, and some hospitals are at risk of imbalance in revenue and expenditure.

There are still many problems with funding for information technology investment, and the cost of medical examination and treatment has not been calculated correctly and fully (only 2/4 factors - salary costs, allowances and direct costs are included).

A representative of the People's Committee of Tan Phu district said that currently, facilities, medical equipment, and drug lists at the grassroots level are limited and cannot meet the increasing needs of the people.

It is worth mentioning that due to policy mechanisms and many regulations, the upgrading and socialization of district hospitals are still limited. Therefore, the district recommends that Ho Chi Minh City should pay attention to and promote the socialization of medical services, focusing on financial investment to complete facilities and modern equipment to improve the medical capacity at the district level.

At the survey, Mr. Cao Thanh Binh - Head of the Culture - Society Committee, Ho Chi Minh City People's Council - commented that Ho Chi Minh City has invested a lot in the health sector from grassroots to specialized health care, especially gateway hospitals.

However, there are still some issues that the health sector needs to pay more attention to, such as continuing to improve the quality of primary health care and reviewing and re-evaluating the facilities and equipment of health stations.

At the same time, increase investment in medicines, especially chronic medicines, only then can we attract people to come to the station for medical examination.

More than 54,000 billion VND for major medical projects

Previously, the Ho Chi Minh City Department of Health sent a report to the Department of Planning and Investment on the socio-economic development plan for 2024 and 2025. In particular, the Ho Chi Minh City health sector set a goal of planning medium-term public investment projects for the period 2026-2030.

Of which, the Orthopedic Trauma Hospital, Mental Hospital and Tropical Disease Hospital will be given priority for construction.

During the period from 2026 to 2030, the health sector plans to invest VND54,700 billion in major health projects. Key projects include building new examination and day treatment areas for People's Hospital 115 and Children's Hospital 1, Gia Dinh People's Hospital...
