The report was signed by the Government Inspector General Doan Hong Phong, authorized by the Prime Minister. According to the Government's assessment, the work of preventing and combating corruption and negativity during the year was promoted, with new, more drastic and effective progress at both the central and local levels. The Government Inspector General emphasized that one of the outstanding results was to strictly handle the political responsibilities of leaders, cadres, and managers who let corruption and negativity occur within the scope of management and responsibility, violating the responsibility to set an example and what party members, cadres, and civil servants are not allowed to do.

The report shows that in 2024, 52 leaders and deputy leaders were disciplined for lack of responsibility for corruption. Of these, 19 were reprimanded, 17 were warned, and 16 were dismissed. Regarding the control of assets and income of people with positions and powers, the Government Inspector General said that 31,671 people declared for the first time; 470,395 people declared annually; 43,782 people made supplementary declarations; 94,507 people declared for personnel work. Of the 16,351 officials whose assets and income were verified in 2023, 8,884 people made errors in declaring the wrong form, not following instructions, not providing complete information, submitting the declaration late compared to regulations, etc. Notably, through verification, the agencies concluded that 19 people were dishonest in declaring their assets and income and were disciplined. These people were disciplined by removing their names from the candidate list; by warning; by dismissal... In addition, the report clearly stated 1 case of returning gifts according to regulations to the unit with an amount of 3.6 million VND. In the police force, there were 53 police officers and soldiers who did not accept bribes with an amount of over 58 million VND. To prevent corruption, according to the Government Inspector General, agencies, organizations and units have developed plans and organized the implementation of job transfers for people with positions and powers according to regulations. The number of civil servants and public employees who had to transfer their jobs was 92,142 people. By the time of the report, 88,640 civil servants and public employees had transferred their jobs (reaching 96.2%). The Government affirmed that the transfer of work positions must be consistent with expertise and profession, and must not disrupt or affect the implementation of political tasks of agencies, organizations and units. Regarding the implementation of the code of conduct for people with positions and powers, ministries, branches and localities have conducted inspections at 89,126 agencies, organizations and units; detected and corrected violations and handled 1,121 cadres, civil servants and public employees who violated the code of conduct and professional ethics. In general, the Government believes that in some places, leaders have not paid attention to fully implementing legal regulations on publicity, transparency and accountability in public service activities. Meanwhile, the situation of shirking, avoiding, fearing responsibility, and not daring to slow down has been overcome; the work of self-inspection and detecting corruption and negativity within the organization is still formal and not substantial. In 2025, the Government said it will enhance the responsibility and role of leaders; strengthen discipline and administrative order, resolutely rectify; handle the situation of working half-heartedly, avoiding, pushing, and being afraid of making mistakes among cadres, party members, civil servants, and public employees, especially leaders and managers at all levels.
