The work of building advanced and exemplary new rural areas (NTM) continues to receive attention and achieve positive results. Giao Thuy district was recognized by the Prime Minister as meeting advanced NTM standards in 2023. It is expected that by the end of 2024, the whole province will have 97.5% of communes and towns meeting advanced NTM standards (exceeding the set plan) and 28.1% of communes meeting model NTM standards.

Investment promotion and attraction work continues to be focused on by leadership, direction, organization and implementation, achieving many positive results; many large domestic and foreign investors are interested in learning about and investing in the province.

Focus on effectively preventing and combating storm No. 3 (Yagi) and heavy rains causing widespread flooding, minimizing consequences, significantly reducing damage to facilities, and causing no human casualties.

In 2025, the whole province strives to complete and exceed the 5-year socio-economic targets for 2021-2025 according to the Resolution of the 20th Provincial Party Congress and the Resolution of the Provincial People's Council. The expected increase in socio-economic targets includes: industrial production index (IIP) increasing by 14.5% or more; export value reaching 4,100 million USD or more; total social investment capital increasing by 18.0% or more; State budget revenue in the area reaching 15,500 billion VND. Concluding the conference, Chairman of the Provincial People's Committee Pham Dinh Nghi emphasized: the report on the estimated implementation of the socio-economic development tasks in 2024 and the socio-economic development plan in 2025 must ensure accuracy and brevity, but must evaluate, be thorough, and highlight the results achieved; ensure that the data must closely follow the results achieved in 2024 and the targets to be implemented in 2025.

It is necessary to clearly analyze the shortcomings, limitations, and causes; focus on highlighting the context in 2024 when the province must focus on implementing the task of merging administrative boundaries, being negatively affected by storms and floods, and the world situation has many fluctuations that greatly affect the implementation of socio-economic development tasks; however, the province still achieved and exceeded the set plan for 14/14 socio-economic targets.

Regarding the socio-economic development tasks in 2025, it is necessary to closely follow to effectively implement the targets set by the Provincial Party Congress at the beginning of the term; pay attention to the targets on new rural construction; focus on solutions to complete key infrastructure investment projects.

The Chairman of the Provincial People's Committee requested that from now until the end of 2024, departments, branches, and localities focus on successfully completing the set socio-economic targets; well prepare related projects to submit to the Provincial People's Council in the next session.
