According to regulations of the Hanoi Department of Education and Training, each 10th grade student can register to apply to a maximum of 3 public high schools, ranked in order NV1, NV2, NV3.
In which, NV1 and NV2 must attend high schools in the same enrollment area where the student or parent or guardian has permanent residence; NV3 can belong to any enrollment area.
If a student only registers for 2 wishes to 2 public high schools, he/she must register for NV1 in the prescribed enrollment area, NV2 in any enrollment area. If a student only registers for one wish to a public high school, he/she can register for a high school in any enrollment area.
12 enrollment areas in Hanoi in 2025 include:
Admission area 1 includes Ba Dinh and Tay Ho districts.
Admission area 2 includes Hoan Kiem and Hai Ba Trung districts.
Recruitment area 3 includes Dong Da, Thanh Xuan, Cau Giay districts.

The division of enrollment areas aims to ensure the most favorable conditions in terms of administrative boundaries, helping students not to have to travel too far to go to school.
Based on specific conditions of geographical location and academic ability, students choose schools to register for appropriate admission wishes.
Hanoi Department of Education and Training also noted cases where there are no regulations on enrollment areas, including:
- Students register for admission to specialized classes at specialized high schools;
- Students register for admission to self-financed public high schools and private high schools.
- Students register to study the French Bilingual Program or the French Intensive Program.
- Some other special cases as prescribed.
The Department of Education and Training also clearly stipulates the change of enrollment area. Students living in areas bordering enrollment areas or whose actual residence is different from their permanent residence are allowed to change enrollment areas under the following conditions: NV1 and NV2 must register for admission to 2 public high schools in the changed enrollment area, NV3 (if any) is in any enrollment area.
Students wishing to change the admission area must clearly state the reason in the application and be confirmed by the Head of the unit receiving the Exam Registration Form.
