Petty corruption in land management
Speaking at the recent conference summarizing the five-year implementation of Directive No. 13-CT/TU, dated April 12, 2021 (Directive No. 13) of the Provincial Party Committee on "Strengthening the Party's leadership over anti-corruption work in the province," Mr. Nguyen Truong Giang, Permanent Deputy Secretary of the Vung Tau City Party Committee, stated that the Vung Tau City Party Committee has implemented transparency in state management of land, such as: strictly directing the planning and public disclosure of land use plans; the mechanism for land valuation in land allocation, land recovery, and site clearance; and legal regulations on land use conversion. It has also directed the strengthening of inspection, supervision, and handling of violations; and the resolution of disputes, complaints, and denunciations related to land.
However, according to Mr. Giang, petty corruption related to land management and use still occurs. From 2021 to the present, the Standing Committee of the Vung Tau City Party Committee has directed the handling of 3 cases of giving and receiving bribes to protect the construction of houses on agricultural land in Ward 11. The prosecuting authorities have indicted 2 defendants for "Abusing influence over persons holding positions of power for personal gain," 8 defendants for "Giving bribes," and 4 defendants for "Receiving bribes." Among the 14 defendants indicted, 4 are Party members. Immediately after the court's verdict, the City Party Committee's Inspection Committee disciplined 3 Party members by expelling them and 4 Party members by reprimanding them.
To offer fundamental solutions to improve the effectiveness of the fight against corruption and land use, the Deputy Secretary of the Vung Tau City Party Committee proposed strengthening decentralization and delegation of authority, establishing specific and scientific regulations on the functions, tasks, and powers of each level in the field of land management and use. He also called for transparency and openness in the operations of agencies, organizations, and units as prescribed by law, and reform of administrative procedures in the fields of land and construction.
"Furthermore, it is necessary to improve the effectiveness of law enforcement in conjunction with strict control of state power, control of conflicts of interest, and control of assets and income of those in positions of power. At the same time, attention must be paid to personnel work, which is a core issue that determines the effectiveness of anti-corruption efforts," the Deputy Secretary of the Vung Tau City Party Committee emphasized.
Effective management of public investment resources.
Also at the conference, regarding the prevention and control of corruption in public investment, the leaders of the Xuyen Moc District Party Committee stated that in recent times, the locality has received significant support in terms of resources for public investment, resulting in continuous improvements and modernization of infrastructure and the overall appearance of the locality. The transportation network facilitates regional connectivity, making it easier to transport goods and materials, thus creating momentum for local economic development. The prevention and control of corruption in public investment has been implemented seriously and effectively by the District Party Committee and the District People's Committee, ensuring that no violations have occurred in the area.
To improve the effectiveness and efficiency of public investment management and administration, and to strengthen the fight against corruption in the coming period, the leaders of Xuyen Moc District Party Committee believe that it is necessary to disseminate, thoroughly understand, and strictly implement the directives, resolutions, and instructions of the Central and Provincial Party Committees on the fight against corruption, especially in public investment, bidding, and procurement using state budget funds.
After 5 years of implementing Directive No. 13, the Provincial Party Standing Committee has disciplined 2 Party organizations and 14 Party members; the Inspection Committee has disciplined 9 organizations and 39 Party members. Local judicial agencies have initiated investigations into 35 cases/100 defendants, prosecuted 28 cases/145 defendants, and tried 39 cases/178 defendants. Of these, 14 cases were under the direction and handling of the Provincial Steering Committee. The rate of asset recovery in corruption cases during the investigation, prosecution, and trial phases achieved positive results. Judicial agencies recovered nearly 100 billion VND and 22,000 square meters of land. |
In addition, it is necessary to strengthen discipline and order in the implementation of regulations, procedures, and processes for investment, capital allocation, and the implementation of public investment projects; ensuring transparency, compliance with regulations, and feasibility from the project planning stage to budget settlement.
Strengthening inspection, supervision, and auditing of public service is crucial to promptly correcting violations of regulations, professional procedures, professional ethics, and harassment by civil servants and public employees in the performance of their duties. "We must prevent corruption, negative practices, 'group interests,' and 'collusion' in public investment bidding, procurement using state budget funds, and compensation and land clearance," the leader of the Xuyen Moc District Party Committee emphasized.
