What is a key economic zone?
A key economic zone is a part of the national territory consisting of a number of provinces and cities that have favorable conditions and development factors, have great economic potential, and play the role of a driving force and locomotive to attract the overall development of the whole country.
What are the four key economic regions in Vietnam today?
From the study of geographical location characteristics; natural conditions and natural resources; characteristics and socio-economic status of each province/city in the country; external factors affecting the country's economy, the Government has been trying to select a number of provinces/cities to form national key economic zones with breakthrough potential, creating momentum to promote socio-economic development of the whole country at a high and sustainable speed, creating conditions to improve the living standards of the entire population and quickly achieve social justice in the whole country.
The formation of key economic zones is to meet the needs of general practice and the demands of our country's economy in particular.
Currently in Vietnam there are 4 key economic zones, including:
(1) Northern key economic region, including the provinces: Hanoi, Hung Yen, Hai Phong, Quang Ninh, Hai Duong, Bac Ninh, Vinh Phuc.
(2) The Central key economic region, including the provinces: Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh.
(3) Southern key economic zone, including the provinces: Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau, Dong Nai, Tay Ninh, Binh Phuoc, Long An, Tien Giang.
(4) Key economic zone of the Mekong Delta, including the provinces: Can Tho City, An Giang, Kien Giang, Ca Mau.
(The Mekong Delta Key Economic Zone was established under Decision 492/QD-TTg dated April 16, 2009).
Principles of development coordination of the Organization for coordinating the development of key economic zones
Specifically, Article 2 of the Regulation issued with Decision 2360/QD-TTg in 2015 stipulates the principles of development coordination of the Organization for coordinating the development of key economic regions as follows:
- Comply with the policies and guidelines identified in the Resolution of the National Party Congress, the Resolutions of the Politburo and legal provisions on socio-economic development policies and ensuring national defense and security in key economic regions.
- The areas of coordination are all socio-economic fields, in which the economic field is the focus.
- Implement coordination according to the principle: "market operates and state promotes", enterprises and each locality are responsible for proposing linkage needs, the state supports localities and enterprises in the process of implementing linkages to achieve development goals.
- Implement coordination to ensure the principle of consensus among ministries and branches; between ministries and branches and localities and between localities in key economic regions.
- The responsibility for organizing and implementing coordination work will be assigned to the Ministry, branch, or locality with the functions, tasks, and powers most related to the field or task requiring coordination.
- Coordination activities are carried out through the Conference of the Council of Key Economic Zones. Based on the contents of policies and guidelines for economic and social development, ministries, branches and localities in the key economic zones discuss and agree to, unify and implement the contents of linkage and coordination;
- For issues that do not reach consensus or are beyond the decision-making authority of ministries, branches and localities in key economic regions, the Office of the Steering Committee for Coordination of Development of Key Economic Regions (hereinafter referred to as the Office of the Steering Committee) is responsible for synthesizing general opinions and reporting to the Head of the Steering Committee for Coordination of Development of Key Economic Regions (hereinafter referred to as the Steering Committee) to submit to competent authorities for consideration and decision.
