On October 3, speaking with Thanh Nien Newspaper reporter, Mr. Pham Hai Ninh, Chief of Office of the Department of Education and Training of Hai Duong province, said that the department had received a report from the Department of Education and Training of Kinh Mon town about the collection of fees at the beginning of the school year at Thuong Quan Primary School.

Accordingly, of the 14 fees reported by parents on Facebook at Thuong Quan Primary School (Thuong Quan Commune, Kinh Mon Town, Hai Duong Province), some fees have been collected, some have not been collected, and the reported amount is different from the actual amount.
Specifically, the school was reported to have called for support for the first grade entrance facilities (desks and chairs) of 400,000 VND. In reality, the school mobilized 700,000 VND/student for first grade (to buy desks and chairs, repair floors, and repair electrical lines in classrooms). Regarding this revenue, the school is consulting parents to report to local leaders and the Kinh Mon Town Education and Training Department, and has not yet received funds or materials.
The school was reported by parents to have called for support of 700,000 VND/student for the entrance fee for the first grade boarding school. However, in reality, the school only called for support of 400,000 VND/student (including mattresses, fans, air conditioners and beds). Regarding this fee, the school is consulting parents to report and has not received any financial or in-kind support.

However, the school affirmed that the parents asked the homeroom teacher to buy the students the tools: boards, markers, clay, craft paper... for the amount of 265,000 VND/student and had completed the purchase.
For drinking water, the school was reported to collect 100,000 VND/student, but in reality it only collected 63,000 VND/student; for notebooks, the school was reported to collect 157,000 VND/student, but in reality it only collected 126,000 VND/student.
In addition, the school was reported to collect 120,000 VND/student for school cleaning, but in reality, it only collected 100,000 VND/student.
The school's class fund was reported to be 200,000 VND/student, but this was collected by the parents' representative committee. The Kinh Mon Town Department of Education and Training has inspected and requested that it be returned to the parents.
According to the report of the Department of Education and Training of Kinh Mon Town, there are 5 reports on social networks about the collection of fees that are not in accordance with reality that Thuong Quan Primary School is implementing.
Reporting required before collection
Kinh Mon Town Department of Education and Training stated that regarding the contents of the call for support for first grade entrance, the school is collecting opinions from parents to report to the leaders of Thuong Quan Commune People's Committee and the Department of Education and Training.
Regarding the contents of the reflection, the Department of Education and Training of Kinh Mon Town requested that the school not implement the fundraising campaign (call for support) without approval from competent authorities; report to local leaders before implementing the collection; publicize the collected amounts and implement the collection according to regulations (if collecting periodically, it must have the consent of all parents); do not implement temporary collection.
According to the Department of Education and Training of Kinh Mon Town, 5/14 contents reflect the reality that Thuong Quan Primary School is implementing.
The Board of Directors of Thuong Quan Primary School must report and ask for opinions from local leaders and the Department of Education and Training before implementing the fundraising campaign.
The Department of Education and Training requests that the parents' representative committee participate in closely monitoring school collections, continue to coordinate with the school to strengthen propaganda work on educational activities in the school and collections during the school year.
Through the above incident, the Department of Education and Training of Kinh Mon Town continues to discipline schools in the town to strictly implement the collection content, ensuring publicity, transparency, and compliance with regulations.
