Chairman of Hanoi People's Committee Tran Sy Thanh has just signed and issued Directive No. 15 on strengthening responsibility, focusing on handling "bottlenecks" in handling administrative procedures, providing online public services to serve people and businesses.
The Directive clearly states that, in recent times, the implementation of administrative procedures and provision of public services in the city have had some changes, initially linked with digital transformation in the direction of taking people and businesses as the center of service.
However, the implementation still has some "bottlenecks" affecting service quality and the level of satisfaction of people and businesses with the settlement of administrative procedures and online public services of the city is still not high.
To promptly rectify and overcome the above-mentioned shortcomings and limitations and continue to improve the efficiency of administrative procedure settlement and online public service provision;
To ensure the completion of the city's Digital Transformation targets and tasks in 2023, Hanoi Chairman Tran Sy Thanh requested directors, heads of city departments, branches, and sectors, and Chairmen of People's Committees of districts, towns, and cities to urgently and seriously direct and organize the drastic and effective implementation of the following tasks:
The head of the agency or unit is responsible to the City Party Committee, People's Council, and People's Committee for completing the digital transformation targets and tasks in 2023 according to the roadmap;
Improve service quality in performing administrative procedures, providing public services to people, businesses...
Responsible for publicizing administrative procedures on the National Database of Administrative Procedures and other forms of publicization as prescribed;
Strictly implement publicity and transparency in receiving and handling administrative procedures, ensuring that 100% of administrative procedures are fully and timely publicized;
100% of administrative procedure records received and processed at agencies and units are monitored for processing status on the city's administrative procedure processing information system, synchronized with the National Public Service Portal so that people and businesses can monitor and evaluate the implementation process.
Proactively enhance forms and measures to ensure completion of online payment targets for fees, charges, financial obligations (especially in the fields of land, civil status, etc.); expand non-cash payments at one-stop departments (Qrcode, transfer, etc.).

Organize the digitalization of records and results of administrative procedure settlement in accordance with the Government's regulations in Decree No. 45, Decree No. 107 and Circular No. 01, linking digitalization with the performance of tasks of cadres, civil servants and public employees in the process of receiving and settling administrative procedures;
Strictly implement the work of receiving and handling feedback and recommendations on administrative regulations; leaders regularly organize dialogues with people and businesses. Improve the quality of responses to feedback and recommendations, end the situation of not responding or responding in a general, unclear, or non-specific manner, avoiding or shirking responsibility.
Periodically, every month, publicly announce the list of cadres, civil servants, public employees, agencies and units that have caused delays according to Decision No. 766 dated June 23, 2022 of the Prime Minister on the electronic information portal of the agency or unit.
Resolutely and strictly handle agencies, units, cadres, civil servants and public employees who have corrupt and negative behaviors, create additional administrative procedures, records, documents, and requirements that are not in accordance with regulations or repeatedly cause delays in receiving and handling administrative procedures in accordance with legal regulations on assessing, classifying quality and disciplining cadres, civil servants and public employees.
Assign directors, heads of departments and agencies equivalent to departments to focus forces and resources to effectively implement the "60-day, night sprint competition" to carry out the task of restructuring administrative procedures, perfecting electronic procedures to provide online public services in full and in part on the city's administrative procedure settlement information system.
Focus on reviewing and completing the submission of internal procedures, clearly defining the deadline and responsibility for handling each step and stage for administrative procedures connecting agencies, units, and People's Committees at all levels;
Preside over and coordinate with relevant departments, branches and agencies to promptly review and resolve difficulties, problems, recommendations and proposals of People's Committees at all levels on issues related to administrative procedures within the scope of management ...
