According to information from the People's Committee of Bac Ninh province, from August 2023, Bac Ninh province will promote the implementation of the Project to build the province into a Class 1 urban area and a city directly under the Central Government. Yen Phong district will also be invested in and developed to become a city directly under the province. The policy of Yen Phong becoming a city in the future will contribute to creating initiative in orienting targets, specific urbanization levels, promoting land efficiency, improving the quality of people's lives and urban appearance.
At the same time, the People's Committee of Bac Ninh province approved the 1/2000 planning of Sub-area No. 3 including the communes of Yen Trung, Dong Tien, Long Chau, Dong Phong, Thuy Hoa, Trung Nghia, Dung Liet and Tam Da and part of Cho town.
The nature of this area will be the center for industrial development, high-tech services and regional supporting industries with the core being the Samsung complex; the center for culture, physical education and sports in the East of Yen Phong district; the priority area for developing social housing to serve workers in the industrial park and local people. The zoning plan according to each function shows development prospects, contributing significantly to creating a new urban appearance to help Yen Phong open the door to attract large corporations and enterprises to invest.
Looking at the policy of upgrading administrative units from district level to city level in many localities in the past, it shows that land prices have changed dramatically. Many investors have benefited from shifting capital flows to some localities preparing to be upgraded to cities.

Currently, the real estate supply in Bac Ninh has been quite scarce recently. Statistics from the Department of Construction of Bac Ninh province show that in the third quarter of 2023, there were no new projects approved for investment policy or investor selection in the province.
