Thanh land and the desire for Autumn

The victory not only affirmed the correct leadership of the Party, directly the Provincial Party Committee, but also demonstrated the spirit of solidarity and the continuation of the tradition of patriotism and steadfast, indomitable resistance against foreign invaders of all classes of people in the province.

Take the lead in the uprising to seize power

Entering 1944, the anti-fascist struggle in the world had a strong change. Meanwhile, in Indochina, the conflict between French colonialists and Japanese militarists became increasingly fierce. In the face of this situation, the Resolution of the Thanh Hoa Provisional Provincial Party Committee, dated June 24, 1944, emphasized: “Comrades! The Red Army is about to wipe out the fascist barbarians from the country. The second front has opened... The allied counter-offensive in the Far East is near. Japan and France are about to fight fiercely. A good opportunity is coming. The masses are too indignant. Many spontaneous struggles have broken out.

The task of our Party is to lead our people to quickly launch an uprising. We need each of our comrades to act quickly. Determined to fight! Determined to sacrifice! Determined to win! The national liberation revolution will succeed!”

With a spirit and readiness, after the Central Committee of the Indochinese Communist Party issued the Directive “Japan and France are fighting each other and our actions”, on March 12, 1945, the Thanh Hoa Provincial Party Committee directed the launching of a mass uprising movement; at the same time, further promoting the implementation of the Directive “Preparing for the uprising” issued by the Thanh Hoa Viet Minh Provincial Committee on September 15, 1944. The Thanh Hoa revolutionary movement entered a period of fierce and intense struggle, creating the premise for the uprising to seize power. Before the development of the revolutionary movement, the colonial and feudal ruling system at all levels in Thanh Hoa was shaken and collapsed.

On July 24, 1945, the partial uprising in Thanh Hoa began with the successful uprising to seize power in Hoang Hoa, opening the period of uprising to seize power in the entire province. Accordingly, armed marches, speeches, propaganda, demonstrations... aimed at crushing the power of the puppet government took place in many places.

Faced with the strong development of the revolutionary movement, on August 13, 1945, the Thanh Hoa Provincial Party Committee convened an expanded conference at the house of Mr. To Dinh Bang, Mao Xa village, Thieu Hoa district (now Toan Ty village, Thieu Toan commune, Thieu Hoa district) to discuss timely measures to direct the revolutionary movement in the whole province. While the conference was taking place, news of Japan's surrender to the Allies was received. With creativity, flexibility, sensitivity and decisiveness, the conference made many important decisions. That was the decision to revolt and set the date for the uprising in the whole province: although the Central Committee had not yet received the uprising order, the conference decided to choose "the general uprising hour in the whole province is 12 o'clock at night on August 18, early morning on August 19, 1945".

Thanh Hoa's gross regional domestic product (GRDP) growth rate reached 12.51%, ranking 7th in the country. GRDP per capita reached 2,924 USD. Total state budget revenue reached 50,000 billion VND. The national target program on new rural construction continues to receive attention; in 2022, 2 district-level units and 18 communes will be recognized as meeting new rural standards; 22 communes will meet advanced new rural standards, 7 communes will meet model new rural standards; 134 more products will be recognized as provincial-level OCOP products.

At the same time, the decision was made to establish the Uprising Committee and the Provisional People's Revolutionary Committee; to approve the uprising policy: to mobilize the entire people to rise up with both forces (political forces and armed forces), closely combining the two forms of political struggle with military struggle, but must ensure the motto of "fast, neat and decisive victory", to suddenly infiltrate and destroy the enemy in a flash...

In the extremely urgent revolutionary atmosphere of the whole country and the seething spirit of the people of Thanh Hoa, on the night of August 18 and the morning of August 19, 1945, the Thanh Hoa Provincial Uprising Committee issued an order for a general uprising to seize power throughout the province. The masses and armed militiamen everywhere in the province rose up and quickly brought the uprising to seize power to final victory.

On August 23, 1945, in Thanh Hoa town, the Provisional People's Revolutionary Committee of Thanh Hoa province presented itself to the people, declaring the abolition of the feudal and colonial government and the establishment of a revolutionary government. The People's Democratic Revolutionary Government in Thanh Hoa is a part of the Vietnamese revolutionary government system; representing the interests of the people and the Vietnamese nation.

Researching the significance of the August Revolution in Thanh Hoa, many scholars have agreed that the proactiveness, creativity and grasping of opportunities were the outstanding advantages in the leadership of the national liberation revolutionary movement of the Thanh Hoa Provincial Party Committee and the Viet Minh Provincial Committee. In particular, the revolution in Thanh Hoa not only contributed to the art of seizing opportunities, proactiveness and creativity; but the victory of Thanh Hoa also contributed to the overall victory of the whole country, together with the whole country rising up to seize power.

The victory of the August Revolution in 1945 was the victory of the aspiration for independence, of the will to be self-reliant and self-reliant of the Vietnamese people under the leadership of the Party. In the heroic history of that autumn revolution, "the August Uprising in Thanh Hoa was victorious, the Thanh Hoa people added another glorious feat to the history, together with the whole country created a great turning point in the development of the nation, opening a new era, the era of independence, freedom and socialism".

It has been 78 years since the uprising to seize power, the lessons of the past are still being creatively applied in construction, development and integration, especially in terms of proactiveness, creativity in gathering forces, consolidating national solidarity, proactively creating opportunities and seizing opportunities, unifying actions in seizing power, building and protecting revolutionary achievements.

Aspiration to rise

From a poor, purely agricultural province, experiencing many ups and downs, with the leadership and direction of the Provincial Party Committee, Thanh Hoa has made breakthroughs in all fields. Entering 2023, with high determination, great efforts, drastic and effective actions of the Provincial Party Committee, the province's socio-economic situation in the first 6 months of the year was stable and had steps of development. Many areas in the agricultural and commercial service sectors recovered and developed strongly, especially tourism and transportation. Culture and society have made progress; key education has achieved positive results; social security has been ensured, and people's lives have been cared for. The work of building and rectifying the Party and the political system has continued to be innovated and strengthened; solidarity and unity within the Party and among the people have been consolidated.

The undaunted strength and steadfast revolutionary tradition of the Party Committee, army and people of Thanh Hoa in the August Revolution of the 20th century have been and are continuing to be rekindled in the 21st century. Thanh Hoa strives to be among the leading provinces in the country by 2025, forming a new growth pole with Hanoi, Hai Phong and Quang Ninh, forming a development quadrangle in the North of the country; by 2030, becoming an industrial province in a modern direction; by 2045, becoming a rich, beautiful, civilized, modern province, a comprehensively developed and exemplary province of the whole country.
