Never before have environmental issues and the environmental impacts of large-scale production and livestock activities and the overload of many landfills in rural areas attracted the attention of public opinion as they do today. How to overcome this situation is not a new question, but the answer is not easy. Therefore, at the 24th Session of the 18th Provincial People's Council, term 2021-2026 (scheduled to take place from December 12 to 14, 2024), this will be one of the key questions.
Efforts from Party committees, authorities and functional agencies
The environment plays a fundamental role in ensuring human life and at the same time, providing people with resources for development. Therefore, environmental protection is the right, obligation and responsibility of all agencies, organizations, communities, households and individuals. However, human activities, including production and business activities, have been and are having a great impact and influence on the environment.
In response to practical requirements, environmental protection in general, especially environmental protection in production, business and farm activities in the province, has always been given attention and direction by Party committees and authorities from the province to the grassroots level through legal documents and specific actions. For example, the Provincial Party Committee issued Resolution No. 05-NQ/TU, dated August 18, 2016 on strengthening the Party's leadership in environmental protection until 2020, with a vision to 2025; The Provincial People's Committee issued Plan No. 135/KH-UBND, dated September 15, 2016 on implementing Resolution No. 05-NQ/TU and Plan No. 25/KH-UBND, dated February 2, 2021 on implementing Conclusion No. 2073-KL/TU, dated September 7, 2020 of the Provincial Party Standing Committee on continuing to implement Resolution No. 05-NQ/TU...
Along with that, the dissemination of environmental protection laws and environmental communication are increasingly being expanded with the participation of many social organizations and communities. Production facilities meeting environmental protection requirements are increasing. Up to now, 100% of production facilities subject to environmental impact assessment reports have been appraised by the Ministry of Natural Resources and Environment (TN&MT), the Provincial People's Committee, the Management Board of Nghi Son Economic Zone and Industrial Parks and issued decisions according to regulations. In particular, the whole province has 25 facilities transmitting automatic waste monitoring data to the Department of Natural Resources and Environment by putting into operation 94 monitoring stations, contributing to increasing the effectiveness of monitoring waste quality before being discharged into the environment at production and business establishments.
In addition, the Department of Natural Resources and Environment, functional units, and localities have also strengthened inspection, supervision, and strictly handled violations; at the same time, launched movements, maintained, and expanded environmental protection models. For example, in Nong Cong district, the model of waste classification at source combined with anti-plastic waste organized by the district Women's Union has been maintained with the participation of hundreds of households in the communes of Truong Son, Van Hoa, Van Thang, Tuong Van, Tan Tho, etc.; Hoang Hoa district has built a model of treating organic solid waste into household-scale microbial fertilizer; Nga Son has expanded the model of waste classification and treatment at households in 4 communes and towns; Nghi Son town has a model of classifying and treating organic waste into fertilizer with nearly 100 households in the town participating... The handling of serious environmental pollution points in the province has also been of interest to the province and functional sectors. Up to now, the whole province has thoroughly handled 37/82 facilities and points causing serious environmental pollution, including: 23 hospitals, 13 points of pesticide chemical residue and 1 Ho Thanh area. The work of collecting and treating waste has also achieved many positive results. According to statistics, the rate of domestic solid waste collected and treated in the whole province is about 92.1%...
There are still many shortcomings and limitations.
Recently, through the inspection and supervision process, local authorities and functional forces discovered that the pig farm of Song Duong Trading Company Limited in Thanh Xuan Commune (Nhu Xuan) had discharged wastewater from livestock farming into the environment exceeding the permitted standards. Based on the actual verification, the Department of Natural Resources and Environment advised the Provincial People's Committee to issue a decision to impose an administrative fine on the company, with a fine of more than 400 million VND. Mr. Trinh Ngoc Tuan, Chairman of Thanh Xuan Commune People's Committee, said: "There are 4 large-scale livestock farms in the commune and 2 farms in Thanh Son commune that have an impact on the locality. Recently, many households living near the farms have reported the foul odor from the farms and groundwater pollution. Through the people's feedback as well as on-site inspections, the local government has organized dialogues with the people and farm owners, requiring the farms to strictly implement their commitments to environmental protection in production activities. Currently, the environmental pollution from livestock farms in the area has been basically resolved."
Previously, in Lang Chanh district, people in Tan Phuc commune also had strong complaints about the environmental pollution in the commune caused by the pig farm of Agri-Vina Agricultural Investment Joint Stock Company. This incident has also been handled by local authorities and functional agencies. In particular, Vice Chairman of the Provincial People's Committee Le Duc Giang directly inspected and requested the suspension of the operation of the high-tech pig farm in Tan Phuc commune of Agri-Vina Company from July 30, 2024.
Not only in Nhu Xuan or Lang Chanh districts, according to the report of the Department of Natural Resources and Environment, the environmental pollution caused by some production and breeding facilities also occurs in some other localities in the province such as at the breeding farm in Thach Tuong commune (Thach Thanh) of Dabaco Thanh Hoa Company Limited and some small-scale breeding farms in Hoang Hoa, Thieu Hoa, Hau Loc districts...
Regarding the treatment of domestic solid waste in the province, the Department of Environmental Protection and the Department of Natural Resources and Environment have pointed out many shortcomings and limitations. Notably, many landfills are overloaded compared to their original design capacity, some landfills are causing local environmental pollution and affecting the lives of people in the surrounding areas... Typical examples include the Dong Nam Commune landfill (Dong Son); Dong Son Ward landfill (Bim Son town); Trung Son Ward landfill (Sam Son city).
Dong Nam Commune's landfill has a designed capacity of 230 tons/day, but actually receives 450 tons/day. Currently, the 4 designed landfill cells are full of garbage, and it is necessary to invest in landfill cells 5, 6 and 7 to continue processing. According to Mr. Le Anh Duc, Director of the Environmental Treatment Enterprise, Thanh Hoa Urban Environment and Construction Joint Stock Company, to minimize odors emitted into the environment, the enterprise is implementing measures to cover with tarpaulins and spray deodorizing chemicals; at the same time, it is requested that competent authorities speed up the implementation of landfill cell 7, and find solutions so that the Waste Treatment Plant in Dong Nam Commune can quickly come into operation.
For the Dong Son Ward landfill (Bim Son town), with a design capacity of 40 tons/day, the actual reception is 60 tons/day, but it is currently no longer able to receive but the landfill cannot be closed. Similarly, the Trung Son Ward landfill (Sam Son city) has a design capacity of 90 tons/day, but the actual reception is 143 tons/day, but it is currently no longer able to receive but the landfill cannot be closed...
While many landfills are overloaded, the progress of investment and putting waste treatment projects into operation is slower than required, especially key projects such as: Waste treatment plant in Dong Nam commune; Waste incineration power plant in Dong Son ward, Bim Son town; Domestic waste treatment plant in Quang Minh commune, Sam Son city; Domestic waste incinerator at Yen Cat town waste treatment area (Nhu Xuan)... This reality requires more drastic and synchronous participation from the government, functional sectors and related units.
What is the solution?
There are many causes of environmental pollution caused by production, livestock farming and the stagnation and pollution in rural waste dumps. Solving this problem is no longer a common responsibility of society, but rather the awareness of each organization and individual. With the increasingly serious pollution as it is today, it is not too late for us to start improving. Regarding the environmental pollution caused by production and livestock farming, functional sectors and local authorities need to review the process and investment and operation of waste treatment facilities of companies and enterprises. In particular, when appraising investment projects, functional units must be responsible for considering all factors affecting the environment. Resolutely not put into construction, operation and exploitation when not meeting the requirements of environmental protection.
Along with that, strengthen inspection, examination and strict handling of acts of discharging untreated wastewater and waste into the environment, focusing on groups of establishments that are at risk of causing environmental pollution. Resolutely suspend the operations of production establishments and farms that cause serious environmental pollution. In addition, local Party committees, authorities, socio-political organizations and each citizen need to strengthen supervision of the activities of industrial production establishments in the area; proactively report cases of establishments that violate the law on environmental protection and cause environmental pollution to State management agencies for timely resolution and prevention of violations of the law on environmental protection.
Regarding the current overload situation at landfills, the immediate problem is to change people's habit of indiscriminately dumping garbage; build awareness of waste classification at the source to have appropriate treatment solutions and unfriendly consumption habits with the environment. Along with that, local authorities need to strengthen inspection and supervision of units assigned to manage and operate landfills to properly implement waste treatment procedures, periodically compact, cover the surface of landfill cells, spray chemicals to minimize odors, collect and treat leachate according to regulations; control the amount of waste to landfills to ensure the correct collection range and waste type.
In fact, environmental protection is not only about solving immediate needs but also ensuring long-term sustainability. Therefore, the investment policy for waste treatment projects is extremely necessary. Regarding this issue, the Department of Natural Resources and Environment needs to continue to coordinate with other departments to strengthen the urging and requesting investors of waste treatment plant projects in Dong Nam commune (Dong Son), Dong Son ward (Bim Son town) and Quang Minh commune (Sam Son city) to urgently complete and put the plant into operation to close landfills causing environmental pollution. For organizations and individuals who lack awareness in environmental protection and performing assigned tasks, it is necessary to consider and assign specific responsibilities so that the "problem" of environmental pollution treatment can soon be solved.
