The Prime Minister assigned local education departments to strictly implement regulations on extra-curricular teaching and learning; and strictly handle violations.
The above request was mentioned by Prime Minister Pham Minh Chinh in Official Dispatch No. 10 on strengthening the direction of junior high school and high school enrollment and management of extra teaching and learning activities.
In addition to the positive results, the Prime Minister assessed that the work of recruiting junior high school and high school students and the management of extra teaching and learning activities in some localities still had shortcomings that had not been promptly handled, affecting teaching and learning activities at general education institutions and creating negative public opinion in society.
To continue improving the quality and effectiveness of State management of secondary and high school enrollment and extra teaching and learning activities, the Prime Minister requested localities to focus on directing the synchronous and effective implementation of tasks and solutions. Localities are fully responsible for secondary and high school enrollment and management of extra teaching and learning activities in their localities.

The telegram also stated that localities need to promptly discover, commend, reward, and promote examples of collectives and individuals who are dedicated, enthusiastic, and wholeheartedly devoted to students. Provide appropriate financial support to schools, contributing to improving the quality of education.
The Head of Government requested localities to complete the announcement of the secondary and high school enrollment plan for the 2025-2026 school year in February 2025 so that students, teachers, schools, and general education institutions can proactively prepare for enrollment.
Localities need to allocate budgets, mobilize social resources to build enough schools and classrooms and ensure quality so that all students of universal education age can go to school, reducing pressure on enrollment, especially in big cities, industrial zones, and densely populated areas.
The Prime Minister also requested the Commander of the Education and Training sector to proactively and regularly review and grasp information to promptly amend, supplement and perfect the Regulations on Secondary and High School Admissions; regulations on extra teaching and learning, ensuring suitability with reality and meeting requirements in the new situation.
