On February 11, an account claiming to be a parent of Mo Lao Secondary School, Ha Dong District (Hanoi) commented on social media with the following content: "Yesterday, Monday, I had to go to my child's school for an extraordinary parent-teacher meeting and the homeroom teacher announced that he would continue to teach extra classes in the afternoon for a fee; asking parents to sign a voluntary registration form for extra classes starting February 14 (after Circular 29 takes effect)."
This parent said that, having a child in high school, she had witnessed and experienced situations where teachers forced their children to attend extra classes. If parents did not allow their children to attend extra classes, teachers would text or call them privately, pressuring them to agree.
This parent's post has attracted the attention of many people in the context of the Ministry of Education and Training's drastic direction to educational institutions to strictly implement regulations on extra teaching and learning according to Circular 29, which will take effect from February 14.
Speaking to the press, Ms. Le Thi Hong Phuong, Principal of Mo Lao Secondary School (Ha Dong District, Hanoi) said that the school held a parent meeting but did not force children to sign applications to volunteer for extra classes in the afternoon.
According to Ms. Phuong, the school has been teaching 2 sessions/day for a long time. When there was information about Circular 29 of the Ministry of Education and Training, many parents were worried about managing their children in the afternoon if they missed school. Because most parents work all day, they do not have time to pick them up and drop them off.
Meanwhile, Official Dispatch 7291 of the Ministry of Education and Training in 2010 on instructions for teaching 2 sessions/day for high schools clearly stipulates: "Organizing 2 sessions/day teaching is only carried out in places where students have the need, parents voluntarily let their children participate in studying; with the consent of the competent authority directly managing the education sector and locality".
“Therefore, on the afternoon of February 10, the school organized a meeting for parents to get their opinions. If parents voluntarily agree, the school will organize it, but if there are any disagreements, it will stop,” said Ms. Phuong.
According to the principal of this school, after the parent meeting, 28/33 classes had a written agreement to organize 2 sessions/day. The school really hopes that parents with opinions can meet the Board of Directors to discuss and share. The school is very receptive and listens.
Previously, responding to Tien Phong, Ms. Pham Thi Le Hang, Head of the Department of Education and Training of Ha Dong district (Hanoi) said that after Circular 29 of the Ministry of Education and Training was issued, the Department of Education and Training held a meeting with school principals to thoroughly understand the contents and requirements for proper implementation of the circular's regulations on extra teaching and learning.
In response to the news that schools that have been teaching two sessions a day for a long time may have to stop teaching the second session due to regulations in the circular, Ms. Hang said that schools with the facilities and resources to organize two sessions a day will continue to maintain the same teaching plan as before.
However, the school will rebuild the timetable with no more than 7 periods per day, including 4 periods in the morning and 3 periods in the afternoon. "In addition to the knowledge content according to the program, the school can add more life skills lessons for students," said Ms. Hang.
