Circular 29 regulating extra teaching and learning, effective from February 14, applies to: extra teachers and extra learners; organizations and individuals organizing extra teaching and learning; and related organizations and individuals.

Thus, Circular 29 does not only regulate the tutoring activities of teachers. All organizations and individuals participating in tutoring and organizing tutoring are subject to this Circular. Tutoring is a tutoring activity, so student tutors will be considered tutors.

Confused students?

Nguyen Thang - a first-year student at Hanoi National University - has been tutoring Math and English for the past 2 months and currently has 3 students, including 1 elementary school student, 1 6th grade student and 1 9th grade student.

"I have read and know that the regulations on extra teaching and learning also apply to students who teach extra classes. However, I don't think that individual students who teach extra classes have to register their business. Perhaps this regulation is more appropriate for teachers," Thang said.

Similarly, Minh Chau - a student at Hanoi Pedagogical University - also did not know clearly about the new regulations on extra teaching and learning that took effect from February 14.

"I also heard about this regulation when reading the newspaper, but I don't think I'm involved. Students who work as tutors like me are directly contacted by their families and hired to tutor their children, not organized to teach extra lessons. I'm currently teaching a first-grade student in the subjects of Math, English, Science (in English) and Vietnamese," Chau shared.

Thuy Linh, a senior student at Hanoi University, said that she reads online newspapers every day and skims through clips about tutoring and extra classes on TikTok without paying too much attention to the content. "I know there are new regulations on tutoring and extra classes because my mother is also a teacher. But I don't think it will affect English tutoring students like me too much," Linh said.

Linh said that for the past three years, tutoring has been her way of earning money to help her parents with food and rent. Linh mainly tutors 10th graders in English. In addition, on weekends, Linh teaches two extra classes for 6th and 7th graders in her hometown. She tutors students referred by relatives and friends.

"I'm majoring in English. Working part-time is both to gain experience for my future graduation and to earn extra money to help my parents. If I didn't have the opportunity to work as a tutor, I don't know how I would manage my living expenses because my parents in the countryside are also struggling with two younger siblings studying. I teach 4 sessions/week, 180,000 VND/session, nearly 3 million VND/month, just enough to pay for accommodation and food," Linh shared.

Currently, instead of teaching directly, Linh has switched to teaching students online until there are specific instructions.

Huyen My, a student at Hanoi National University, said she read Circular 29 regulating extra teaching and learning, which will take effect from February 14.

“In my case, if I teach French to students, if parents hire a student tutor to tutor their children at home according to the main curriculum of the class their children are in primary school, is that considered extra teaching and is it prohibited?” My wondered.

Responding to the press, the Director of the Department of Secondary Education, Ministry of Education and Training said that all organizations and individuals who teach extra classes must register their business. So do students who work as tutors have to register their business or not?

However, there are currently no detailed instructions from the Ministry of Education and Training and localities even though the circular's effective date is only a few days away.

Students and teachers hope to have specific instructions soon.

In fact, many teachers who teach at home or outside the center do not yet understand whether Circular 29 prohibits primary school students from taking extra English classes or not.

An English teacher in Hanoi said that as soon as she heard about this new regulation, she stopped her students from going to school.

Because according to this teacher, she and many other teachers are wondering whether teaching primary school students violates the regulations on extra teaching and learning. If teachers are allowed to teach English to primary school students, what can they teach and what can they not teach?

“For now, to be sure, we will still let students study until February 14. We hope to have specific instructions soon to implement it properly,” said this teacher.

According to Deputy Minister Pham Ngoc Thuong, the Ministry of Education and Training has researched and issued Circular No. 29 regulating extra teaching and learning with viewpoints and principles.

Accordingly, extra teaching and learning activities are managed, but “not banned”. Clearly define which extra teaching and learning activities are in accordance with regulations and which are not so that authorities at all levels, organizations, individuals and the whole society can participate in monitoring, checking and inspecting during the implementation process.

The organization of extra teaching and learning must ensure that it does not affect the organization and implementation of the school's educational program; and does not affect the implementation of the teachers' subject programs.

Deputy Minister Pham Ngoc Thuong also proposed short-term and long-term solutions to effectively manage extra teaching and learning such as: issuing Circulars and specific regulations; solutions to improve teachers' capacity and teaching methods; teachers' responsibilities, and promoting students' self-study ability.
