The Hanoi Department of Education and Training (DET) requires schools to seriously and fully implement the contents of Circular 29/2024/TT-BGDDT on extra teaching and learning.
The Hanoi Department of Education and Training has just issued a document guiding extra teaching in schools, requiring education and training departments and schools to strictly implement the contents of Circular No. 29/2024/TT-BGDDT issued by the Ministry of Education and Training, effective from February 14, 2025.
The Department requires units and schools to disseminate and propagate to cadres, teachers, employees, students and parents the regulations on extra teaching and learning in accordance with regulations. During the implementation process, if there are any difficulties or problems, the facilities must promptly inform the Department through the Secondary Education Department.
Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning was issued on December 30, 2024. The Circular stipulates that no extra teaching or learning is allowed for primary school students, except for cases of training in arts, sports, and life skills; no extra teaching is allowed for students whose schools have organized 2 sessions/day.
Extra teaching and learning in schools must not collect fees from students and is only for 3 groups of students: Students whose final semester's study results are not satisfactory; students selected by the school to train excellent students and final year students who voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
Regarding the regulations on extra teaching and learning outside of school, the new circular stipulates: Organizations and individuals organizing extra teaching and learning with fees from students must comply with relevant legal regulations (registering business, declaring activities, providing relevant information to local authorities according to the provisions of law). Teachers who are teaching at schools are not allowed to teach extra teaching outside of school with fees from their students in class...
According to the Ministry of Education and Training, the new regulation aims to ensure students’ rights and avoid teachers “pulling” students out of class to teach extra classes. If they are not in need of extra classes at school, students’ desire to study outside of school is legitimate and completely voluntary.
