Recently, a parent at Mo Lao Secondary School, Mo Lao Ward, Ha Dong District, Hanoi posted in a group with many members interested in education, reflecting on the situation of being "forced" to sign extra classes.

Specifically, this person said that on February 10, he had to go to the school to hold an extraordinary parent meeting so that the homeroom teachers could announce that they would continue to teach extra classes in the afternoon for a fee (main classes in the morning) and force parents to sign a voluntary registration form for extra classes after February 14 after Circular 29 was issued.

"We have had to sign this extra-curricular paper for many years. Even though we don't want to study, we have to sign it due to pressure from our homeroom teachers and the school. If we don't sign, we will face unpleasant attitudes from the teachers.

As a parent with more than one child attending high school for many years, I have personally witnessed and experienced the pressure of homeroom teachers to take extra classes. If you do not let your child attend extra classes, the teachers will text and call you personally, creating pressure to force you to agree or your child will be persecuted. So I would like to ask, if after February 14, when Circular 29 takes effect, my child's school still organizes extra classes with fees, which leadership level should I file a complaint to?"

However, shortly after, some other parents also posted information and denied: "I know that the school has enough conditions to teach 4 morning periods and 3 afternoon periods, with Saturday and Sunday off. I hope that parents will anonymously check the information, avoid giving false information that affects the teaching and learning of our children."

Regarding the above content, Ms. Le Thi Hong Phuong, Principal of Mo Lao Secondary School, Ha Dong District, Hanoi, said that the school organized a parent meeting but the school did not force anyone to sign a voluntary application to take extra classes in the afternoon.

"Official dispatch 7291 of the Ministry of Education and Training in 2010 on instructions for teaching 2 sessions/day for high schools clearly stipulates: "Organizing 2 sessions/day teaching is only carried out in places where students have the need, parents voluntarily let their children participate in studying; with the consent of the competent authority directly managing the education sector and locality".

For a long time, the school has been teaching 2 sessions/day. When there was information about Circular 29 of the Ministry of Education and Training, many parents were worried about managing their children in the afternoons, no one to pick them up if they missed school. Therefore, on the afternoon of February 10, the school organized a meeting for parents to get their opinions. If parents voluntarily agree, the school will organize it, but if there are opinions that do not agree, it will stop," said Ms. Phuong.

Ms. Hong Phuong also talked about the post on social media, the school has received the information but it is unclear whether this is a parent of the school or not because it is a virtual account, no information is made public.

It is known that after the parent meeting on February 10, 28/33 classes of the school had a record of agreement to organize teaching 2 sessions/day.

Also related to Circular 29 regulating extra teaching and learning, Ms. Pham Thi Le Hang, Head of the Department of Education and Training of Ha Dong district, said that after Circular 29 was issued, the Department of Education and Training held a meeting with school principals to thoroughly understand the contents and requirements for proper implementation of the circular's regulations on extra teaching and learning.

According to Ms. Hang, schools with the facilities and resources to organize 2 sessions per day will continue to maintain the previous teaching plan.

However, the school will rebuild the timetable with no more than 7 periods per day, including 4 periods in the morning and 3 periods in the afternoon. In addition to the knowledge content according to the program, the school can add more life skills lessons for students.

On what viewpoints and principles did the Ministry of Education and Training develop and issue Circular 29?

Deputy Minister Pham Ngoc Thuong said: From 2012 to 2024, regulations on extra teaching and learning will be implemented according to Circular No. 17/2012/TT-BGDDT dated May 16, 2012 and Decision No. 2499/QD-BGDDT dated August 26, 2019, abolishing some contents of Circular No. 17/2012/TT-BGDDT dated August 26, 2019.

Extra teaching and learning activities are complex, both inside and outside of school; the demand is great in the context of an increasingly developing society, so the document that has existed for more than a decade does not have enough management sanctions. On January 10, 2024, the Prime Minister issued Document No. 41/TTg-QHDP assigning the Ministry of Education and Training to develop and issue a Circular to replace Circular No. 17 on extra teaching and learning.

Implementing the Prime Minister's direction and practical requirements, the Ministry of Education and Training has researched and issued Circular No. 29/2024/TT-BGDDT dated December 30, 2024 regulating extra teaching and learning. The Circular regulating extra teaching and learning was developed this time with 5 viewpoints and principles.

Firstly, to implement the 2019 Law on Education, other relevant legal provisions and regulations that are consistent with the practical situation in localities in the management of extra teaching and learning activities. At the same time, strictly implement the direction of the Prime Minister in Official Dispatch No. 41/TTg-QHDP dated January 10, 2024.

Second, manage extra teaching and learning activities, but "do not prohibit". Clearly define which extra teaching and learning activities are in accordance with regulations and which are not in accordance with regulations so that authorities at all levels, organizations, individuals and the whole society can participate in monitoring, checking and inspecting during the implementation process. Therefore, this Circular has added forces (authorities at all levels, relevant organizations and individuals) to participate in managing these activities.

Third, the organization of extra teaching and learning must ensure that it does not affect the organization and implementation of the school's educational program; and does not affect the implementation of teachers' subject programs.

Fourth, organizing extra teaching and learning must ensure the interests of students, not force them; and preserve the image and dignity of teachers.

Fifth, extra teaching and learning must be consistent with the 2018 General Education Program, which has fundamentally changed from a content-oriented program to a program oriented to developing students' qualities and capacities. Forming qualities and capacities through both the learning process and educational activities. Students are encouraged to be proactive and creative, teachers play the role of organizers, inspectors, and orientators; forms of teaching and learning are diversified, applying advanced technology. Examination and quality assessment methods have gradually shifted from assessing knowledge to assessing learners' abilities and qualities; measuring students' progress in the learning process and the level of meeting the requirements of subjects and educational activities, ensuring reliability, fairness, and objectivity.
