TPO - BOT projects to upgrade and expand National Highway 1 connecting Ho Chi Minh City with Long An province; National Highway 13 connecting with Binh Duong province; upgrading and expanding National Highway 22 at the Northwest gateway and the North-South axis will be submitted to the Ho Chi Minh City People's Council for consideration and approval of investment policies at the February 2025 meeting.

The Ho Chi Minh City Department of Transport has just completed the pre-feasibility study report on 4 BOT projects under Resolution 98, including: Upgrading National Highway 22 (from An Suong intersection to Ring Road 3) in District 12 and Hoc Mon District; upgrading and expanding National Highway 13 (from Binh Trieu Bridge to Vinh Binh Bridge), Thu Duc City; upgrading the North-South axis (from Nguyen Van Linh Street to Ben Luc - Long Thanh Expressway), District 7 and Nha Be District; upgrading and expanding National Highway 1 (from Kinh Duong Vuong Street to Long An Provincial Border), Binh Tan District and Binh Chanh District. The projects have a total investment of more than VND58,000 billion.

According to a representative of the Ho Chi Minh City Department of Transport, these four projects will be submitted to the Ho Chi Minh City People's Council for consideration and approval at the February meeting.

Some sections will be elevated.

National Highway 13 is the gateway connecting Ho Chi Minh City with Binh Duong province. The National Highway 13 upgrade and expansion project has a total investment of about VND 21,724 billion (including interest). Of which, the state capital participating in the project is more than VND 14,700 billion (accounting for 68%), mobilized capital is about VND 7,017 billion (accounting for 32%). The project is expected to be invested in the period of 2025-2028, under the public-private partnership method, BOT contract type. The expected toll collection period is about 21 years and 4 months.

The upgraded section of National Highway 13 has a total length of about 6.3 km, from Binh Trieu Bridge to Vinh Binh Bridge (including the section of the bridgehead in Binh Duong). The project has a scale of expanding the road surface from 4-6 lanes to 10 lanes, 60 m wide, with a green corridor, technical infrastructure works along both sides... In addition to expanding the road surface, about 3.2 km in the middle of the route will be built on an elevated (viaduct) with a scale of 4 lanes, with parallel roads on both sides.

National Highway 1 from Kinh Duong Vuong Street to Long An province border is the southern gateway axis, connecting Ho Chi Minh City with Long An province and the southwestern provinces and connecting with belt roads 2, 3, 4.

Currently, there is a section of National Highway 1 (about 8.12 km, from the end of Tan Kien intersection to the border of Long An province) with a scale of 4 car lanes and 2 rudimentary roads. This section of National Highway 1 is overloaded, not meeting the traffic demand, often causing congestion, not ensuring safety, and posing a risk of accidents when traveling on the route.

Regarding the project to upgrade and expand National Highway 1, the Ho Chi Minh City Department of Transport said that the project has a total investment of more than VND 16,270 billion (including interest). Of which, the budget capital is about VND 9,611 billion (accounting for 59%), the rest is capital mobilized from investors. This project is invested in the period of 2025-2028, under the public-private partnership method, BOT contract type.

The Ho Chi Minh City Department of Transport plans to submit the investment policy for approval in the first quarter of 2025, start construction in the first quarter of 2026 and complete and put into operation in 2028. Regarding the construction plan, in addition to the expansion section, some sections of this project are also being studied for construction on high ground (viaducts).

Strengthening regional connectivity

According to the Department of Transport, currently National Highway 22 (the Trans-Asia Highway) is the national highway connecting Ho Chi Minh City with Moc Bai international border gate (Tay Ninh province), an international gateway to countries in the ASEAN region, belonging to the East-West socio-economic development corridor. Through survey data, in recent years, it has been shown that the demand for travel and freight transport is increasing rapidly, leading to a large traffic volume exceeding the capacity and service level of the route, frequent congestion, increased traffic accidents, especially at intersections at the same level... To overcome the above situation, National Highway 22 needs to be invested completely and synchronously according to the plan.

According to the Ho Chi Minh City Department of Transport, the project to renovate and upgrade National Highway 22 has a total investment of VND10,045 billion. Of which, the state capital participating in the project is more than VND6,234 billion (accounting for 59.6%), the rest is investor capital. The estimated cost of site clearance is about VND6,204 billion. The project will be implemented in the period of 2024-2028. The toll collection period is about 23 years and 10 months.

National Highway 1 - the western gateway to Ho Chi Minh City will be invested in expansion in the period 2025-2028.

The North-South axis upgrade project has a total investment of VND9,894 billion. Of which, the budget capital is VND4,679 billion (accounting for 47%), the rest is from mobilized capital. This BOT project is invested in the period of 2025-2028 and is expected to collect tolls for about 22 years and 1 month. The Ho Chi Minh City Department of Transport plans to submit the investment policy for approval in the first quarter of 2025; construction will start in the first quarter of 2026 and be completed in 2028.

“The North-South axis upgrade project aims to increase the traffic capacity of the existing Nguyen Huu Tho route (North-South axis), forming a smooth and fast traffic route between economic centers, industrial centers, cultural centers with airports and seaports” - Ho Chi Minh City Department of Transport assessed.
