The whole society joins hands
Last weekend, the Standing Committee of the Provincial Party Committee held a conference to review 3 years of implementing Directive No. 25 dated March 31, 2022 of the Provincial Party Committee on strengthening the Party's leadership in the work of eliminating temporary houses in the province. Alternate member of the Party Central Committee - Secretary of the Provincial Party Committee Luong Nguyen Minh Triet and Chairman of the Provincial People's Committee - Head of the Provincial National Assembly Delegation Le Van Dung chaired the conference.
The report said that after 3 years of implementing Directive 25, the whole province has completed the construction and repair of 5,590 houses for poor households, near-poor households and policy families, reaching 47.47% of the total 11,761 houses of the program to eliminate temporary and dilapidated houses in Quang Nam province in the period of 2023 - 2025.
Notably, according to the assessment of the Provincial Steering Committee for the Campaign to Eliminate Temporary and Dilapidated Houses, up to now, the budget and social mobilization resources have basically met the needs of implementing the program throughout the province.
As of March 10, the total budget allocated and mobilized funds reached 405.9 billion VND, of which 222.4 billion VND was allocated to localities. The mobilized social funds transferred to accounts and registered for donation boards amounted to more than 144 billion VND.
According to the Provincial Vietnam Fatherland Front Committee, the mobilization of social resources was promptly and effectively implemented by the Front at all levels. Many district-level units mobilized high funds such as Nam Giang district (over 2.3 billion VND), Dien Ban town (nearly 1.8 billion), Dai Loc district (over 1.2 billion VND)...
Enterprises actively supported large amounts of money such as KN Holdings Group (45 billion VND), THACO (15 billion VND), Military Commercial Joint Stock Bank and Dat Phuong Group Joint Stock Company (each unit 10 billion VND)...
Sharing at the conference to review Directive 25, THACO representative emphasized that eliminating temporary and dilapidated houses is a program of humane significance, demonstrating the tradition of solidarity and mutual love of the nation. As a large enterprise of the country, THACO has the responsibility to join hands with the whole country to implement the program.
Don't let "go first and leave later"
Speaking at the conference, Provincial Party Secretary Luong Nguyen Minh Triet emphasized that the workload of eliminating the remaining temporary houses in the province is very large with 6,171 houses (4,282 newly built houses and 1,889 repaired houses).
Completing the elimination of temporary houses has a very humane meaning, and at the same time is the political determination of the Party Committee, a commitment to the Central Government and especially to the people. That is the determination not to let people live in temporary houses or dilapidated houses.
"No matter what growth or achievements we talk about, if people's lives do not improve, 50 years of liberation but people still have to live in dilapidated houses is a concern" - Comrade Luong Nguyen Minh Triet shared.
Emphasizing the province's early involvement and approach in eliminating temporary and dilapidated houses before the Central launched the campaign, however, the Provincial Party Secretary expressed concern that Quang Nam would easily "go first and end up later".
To complete a large volume of work in a short time, the Provincial Party Secretary said that if there is no specific and drastic involvement right now, it will be very difficult to complete the set goals. In particular, local leaders must take practical action, assign specific, close and drastic tasks in the spirit of "clear people, clear work, clear responsibilities, clear progress, clear results".
During implementation, localities will review accurate data to ensure the correct beneficiaries are included. Each locality will develop a detailed plan with a roadmap for specific target groups.
“If there is a list, we must make a specific, detailed schedule and monitor it to get things done. Otherwise, we will be confused because each commune has hundreds of households, we don’t know who will do it first, who will do it later, and what the conditions are,” the Provincial Party Secretary noted.
Regarding progress, Provincial Party Secretary Luong Nguyen Minh Triet suggested focusing on prioritizing the elimination of temporary houses for families of meritorious people to be completed before July 27. Localities in the delta must completely eliminate temporary houses before August 30. Sectors and localities must promptly resolve difficulties and problems related to land procedures in accordance with the Prime Minister's direction that "there must be land for people to build houses".
In addition, the Provincial People's Committee should soon provide guidance on the form of borrowing capital from the entrusted budget source; absolutely not allow a shortage of resources, proactively advance the allocated resources to localities while waiting for the Central Government. In particular, the Provincial Party Secretary noted that districts, towns and cities need to be proactive in arranging and handing over tasks before the policy of arranging administrative boundaries.
Speaking at the conference, Chairman of the Provincial People's Committee Le Van Dung requested that secretaries and chairmen of district and commune-level People's Committees be responsible to the province in implementing the temporary housing elimination program. Emphasizing that "in any circumstances, there must be enough capital to eliminate temporary housing", comrade Le Van Dung assigned the Department of Finance to advise the Provincial People's Committee to temporarily use reserve funds, salary reform funds... to allocate to localities while waiting for central capital.
Comrade Le Van Dung suggested that before April 10, 2025, capital sources must be ensured for localities to implement. Where the progress is slow, it should be transferred to other localities. If the time is exceeded, the locality must find resources and mobilize to build houses for the people.
