By June 30, 2025, Bac Tra My must disburse 50% of the capital plan for national target programs.

(QNO) - This afternoon, April 1, Vice Chairman of the Provincial People's Committee Tran Anh Tuan chaired a working session with Bac Tra My district on the implementation of national target programs in the district.

According to the report at the meeting, regarding new rural construction, in the whole Bac Tra My district, 2/3 communes maintained 19/19 criteria/commune (Tra Duong and Tra Dong communes), 1/3 communes maintained 18/19 criteria/commune (Tra Tan commune, remaining criterion number 11 on multidimensional poverty).

The whole district strives to reduce the poverty rate in 2025 to 18.65% (a decrease of 7.35%) equivalent to 870 households; strives to reduce the near-poor household rate in 2025 to 1.39% (a decrease of 1.25%) equivalent to 148 households.

For the National Target Program (NTP) on socio-economic development in ethnic minority and mountainous areas, 18 new centralized water supply works for people, 90 houses from the program's capital, support for 125 households to change jobs, 1,225 households to use scattered water and groups of households; invest in the construction of 36 basic works...

The total public investment capital plan for 2025 from national target programs is more than 88.7 billion VND, of which more than 70.2 billion VND has been allocated (79%); the career capital source is more than 3.3 billion VND, of which more than 2.9 billion VND has been allocated (86.5%).

At the meeting, Bac Tra My raised difficulties in disbursement because some projects are temporarily suspended. For residential projects, there is currently no land use plan for 2025, which affects land acquisition, cadastral measurement, inventory, listing and site clearance, leading to delays in projects, and problems with forest land planning, so land use plans cannot be approved.

After listening to opinions from the district's departments, branches and offices, Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested Bac Tra My district to review and urgently carry out any tasks that need to be continued, not to prolong them.

For resources extended from previous years to 2025, localities must speed up disbursement and complete before April 30, 2025. For new projects and works, procedures must be completed and contractors selected before April 30; by June 30, disbursement must reach 50% of the capital plan and continue to be implemented as soon as possible in the remaining months of 2025. New projects must have sufficient capital, absolutely no outstanding debt for basic construction.

"Construction projects in 2025 must be monitored in each part, and progress must be updated as soon as each part of the project or work is completed. Careful preparation of documents will make it easier to hand over to the assigned new unit when merging and ending the activities of each level, without causing any difficulties or problems," noted comrade Tran Anh Tuan.
