Director of Hanoi Department of Construction Vo Nguyen Phong has just reported on reviewing, verifying the inspection results, and handling feedback on the 9-storey mini apartment building on Phu Huu Street (Tan Xa Commune, Thach That District).

The report shows that this mini apartment building is located on plot number 152, map sheet number 14, village 1 (Tan Xa commune). Ms. NTQH and Mr. VMC are the land users, house owners and other properties attached to the land.
This land plot was granted a land use right certificate by the Hanoi Department of Natural Resources and Environment on October 18, 2022, with an area of 726.5 m2 . Of which, only 225 m2 is residential land, the remaining more than 500 m2 is land for perennial crops.
According to the Hanoi Department of Construction, the project started on February 7. At this time, the investor had not yet been granted a construction permit. On February 13, the Urban Construction Order Management Team of Thach That District inspected the current status and determined that the project was being constructed by piling on an area of 700 square meters, so it proposed that the People's Committee of Tan Xa Commune inspect, verify and handle violations.
On March 2, Tan Xa Commune People's Committee issued an administrative violation report to Mr. C. for organizing construction without a construction permit. More than 10 days later, Thach That District People's Committee decided to fine Mr. C. VND 35 million.
On March 26, the People's Committee of Tan Xa commune issued a record to suspend the construction of this construction project that violated construction order. The current status of the project is that the reinforced concrete frame of the 5th floor is being poured, with an area of 560 m2 .
On April 17, the People's Committee of Thach That District granted a construction permit for a single-family home to Mr. C. and Ms. H. The construction area of the first floor is more than 150 m2 , the total floor area is nearly 492 m2 ; the height of the building is 15.6 m with 3 floors and an attic.
On April 25, the Urban Construction Order Management Team of Thach That District continued to inspect the current status of the project, recording the construction area of the first floor as 663 m2 , and the 7th floor is under construction. At this time, the project is being constructed in violation of the granted construction permit in terms of both construction area and number of floors.
On June 5, Tan Xa Commune People's Committee continued to make a record to suspend the construction of a project that violated construction order. The current status is pouring reinforced concrete columns on the 8th floor and pouring columns on the 9th floor. The project has been built with an area of 560 m2 /floor.
On June 14, the People's Committee of Thach That District issued a decision to enforce the remediation of consequences against Mr. C. and on June 26, issued a decision to revoke the construction permit for this project.
In a preliminary visual assessment on October 13, the Hanoi Department of Construction said that the project was basically completed, with a scale of 9 floors. The construction area of the first floor increased by more than 512 m2 (from 150.2 m2 to 663 m2 ; that is, more than 4 times the construction density according to the granted license - PV).
Handling erring officials "no forbidden zones"
As Thanh Nien reported, on October 13, Chairman of Hanoi People's Committee Tran Sy Thanh directed Hanoi Department of Construction to preside over and coordinate with relevant parties to inspect the 9-storey mini apartment building in Tan Xa commune; at the same time, consider the responsibilities of relevant groups and individuals.
This mini apartment building was granted a construction permit by Mr. Nguyen Kim Loan, Vice Chairman of the People's Committee of Thach That District. Expressing his views on how to handle officials if there are violations for allowing the illegal 9-storey mini apartment building to exist, Mr. Le Minh Duc, Secretary of the Thach That District Party Committee, emphasized that there will be "no forbidden zones, no exceptions", any officials who violate will be strictly punished.
On October 18, workers began dismantling the roof and equipment on the 9th floor of this mini apartment building. The mini apartment building was also covered with black nets to facilitate the dismantling of the violating items.
