Building Thai Binh City into a Class I urban area

The Party Committee and people of Thai Binh City are working together to turn the City into a first-class urban area under the province; by 2045, it will become a smart, modern, prosperous, progressive, sustainable city with strong Thai Binh cultural identity.

Breakthrough Development

When it was liberated (in 1954), Thai Binh town only had 3 sub-areas Le Hong Phong, De Tham, Quang Trung with a few small streets and 10 years later, it merged with the villages of Ky Ba, An Tap, Dong Loi, Bo Xuyen, with an area of less than 100 hectares and a population of less than 7,000 people. In 2003, Thai Binh town was recognized as a type III urban area, in 2004 it was recognized as a city by the Government, and in 2014 it was recognized as a type II urban area under the province.

By 2024, after 20 years of establishment, the area of Thai Binh City has reached nearly 7,000 hectares, with a population of over 218,000 people, with 19 administrative units, including 10 wards and 9 communes. Joining the flow of history, looking back at the 70-year journey of liberating Thai Binh town, 20 years of the town becoming a city, Thai Binh City has had remarkable development and achieved many important achievements in all fields.

After 20 years of construction and development, Thai Binh City's economy has grown at a fairly high rate, with industry and construction accounting for 69%, trade and services 29%, and agriculture 2%. In 2023, the total production value is estimated at 51,066.5 billion VND, the economic scale accounts for 25% of the total product in the province, and per capita income reaches 78 million VND/year.

There are currently over 2,500 businesses operating stably in the area, creating jobs for more than 80,000 workers. Many large trade and service projects have come into operation. State budget revenue has met and exceeded targets. For two consecutive years (2022 and 2023), Thai Binh City ranked first in the District Competitiveness Index (DDCI). The investment environment has been improved, attracting many prestigious investors in research and investment. Many urban bottlenecks have been opened.

The city has promoted digital transformation, strongly reformed administrative procedures, actively removed obstacles, and created the most favorable conditions for investors and businesses. The new rural construction program has been recognized by the Prime Minister as having completed its tasks. Urban space has been expanded, urban appearance has been rapidly renewed, and civilized urban lifestyle has become increasingly evident.

In addition, Thai Binh City has issued many projects such as economic restructuring; developing trade, services, tourism; developing concentrated agricultural production; installing security cameras, renovating sidewalks, car parking lots...; gradually completing the criteria to become a type I urban area under the province.

The 20-year period from town to city was also a period of breakthrough development in economic and social infrastructure. The outstanding mark was the formation of large-scale industrial zones such as Phuc Khanh, Nguyen Duc Canh, Song Tra, Gia Le, along with industrial clusters Phong Phu, Tran Lam, Hoang Dieu..., creating a solid foundation for promoting investment attraction, developing industrial production, trade and services, and creating more jobs for workers.

Thai Binh City is changing every day, creating the appearance of a modern, civilized, green, clean and beautiful urban area with its own identity.

This is also the period when the city's transportation system is expanded and extended with many new routes such as the Southern Belt, Vo Nguyen Giap Street, Ky Dong Street extension, Le Quy Don Street, Chu Van An Street extension..., along with modern bridges across Tra Ly River. The green tree system is covered in most streets such as Le Loi, Hai Ba Trung, Tran Phu, Vo Nguyen Giap, Ngo Quyen, Dinh Tien Hoang...

Along with that, new modern and spacious urban areas have been invested in and built such as Tran Hung Dao Urban Area, Petro Thang Long, Thai Binh Dragon City Complex Urban Area, DragonHomes Eco City...; social housing projects in Le Hong Phong Ward, Quang Trung Ward. The city has also built many large cultural works such as Thai Binh Square, Uncle Ho Temple, Uncle Ho Monument with Vietnamese Farmers, Provincial Martyrs Temple, Provincial Library.

On June 26, 2024, on the occasion of the 70th anniversary of the liberation of Thai Binh town and 20 years of construction and development of Thai Binh city, President of the Socialist Republic of Vietnam To Lam signed Decision No. 611/QD-CTN to award the Second Class Independence Medal to the Party Committee, government and people of Thai Binh city for "having outstanding achievements in work, contributing to the cause of building socialism and defending the Fatherland.

Many entertainment, service and commercial areas have been built such as Vincom and GO shopping centers; Selegend, Petro, Dream and SOJO hotels; Le Quy Don, Ky Ba and 30/6 parks, Hoang Dieu ecological park, Ty Ruou lake...

The quality of education and health care has been improved, for many consecutive years the City has led the education movement in Thai Binh province. Cultural institutions have been given attention, cultural, artistic and sports activities have been widely developed. Social security has been given special attention, the material and spiritual life of the people has been increasingly improved, the poverty rate has decreased sharply.

National defense and security have been strengthened, social order and safety have been maintained. Party building and the political system have continued to be strengthened. The management and administration of the government have been more innovative, creative and drastic. The administrative apparatus has been rearranged to be streamlined, effective and efficient.

During the process of construction and development, Thai Binh City was honored to receive many noble awards from the Party and State: Title of Hero of the People's Armed Forces, Third-class Independence Medal, First-class Labor Medal... Many wards, communes, units and individuals were awarded the title of Hero of the People's Armed Forces, Heroic Vietnamese Mother, Labor Hero in the Renovation Period, along with many other noble orders and medals.

Promoting heroic tradition

On the way forward, the Party Committee and people of Thai Binh City are determined to overcome all difficulties and challenges, strive to successfully implement the goals and tasks of the Resolutions of the Party Congresses at all levels, the Resolution of the 28th City Party Congress, Resolution 03 of the Provincial Party Executive Committee "On the construction and development of Thai Binh City to 2030, vision to 2045" and the Decision approving the "Master plan for construction of Thai Binh City to 2035, vision to 2050 of the Thai Binh Provincial People's Committee".

That determination is built and implemented with the spirit of innovation, solidarity, democracy, creativity, high responsibility before the Party, before the people, all for the development of the City; promoting the heroic tradition in the revolutionary struggle, diligence, creativity in labor, the results, lessons learned from the period 2000 - 2020; overcoming limitations, weaknesses, and shortcomings.

In particular, the City focuses on effectively implementing 3 key tasks. These are to promote administrative reform, promote the role and responsibility of leaders; build a team of professional, skilled cadres and civil servants, with a sense of service, daring to think, daring to do, daring to take responsibility, with sufficient qualities, capacity, prestige, and dedication to work, meeting the requirements of the task, and improving the quality of service to the people.

At the same time, build and affirm an open, attractive and highly competitive investment environment. Focus on implementing investment projects to develop space, urban architecture, transport infrastructure connecting urban areas, connecting the city with Thai Binh Economic Zone, urban areas in the region and traffic hubs, investing in, renovating and beautifying sidewalks, pedestrian facilities, and public parking lots.

Building urban civilization, building a rich and modern cultural life on the basis of promoting traditional values and identities. Strengthening the work of handling and overcoming environmental pollution points, flooded areas; building green landscapes, developing urban green tree systems. Strengthening the assurance of political security, social order and safety, building a safe and livable city.

Resolutely implement 4 strategic breakthroughs set forth in Resolution 03 of the Provincial Party Committee. These are developing urban space on both sides of the Tra Ly River, building main urban roads, green parks, and new urban areas in the Northeast of the City; attracting strategic investors to implement projects in the city, creating new values and breakthrough development; attracting investment projects to build commercial complexes, financial services - banking, high-quality entertainment areas, supermarket systems, hotels; enhancing the application of advanced science and technology in all areas of life; training and attracting high-quality human resources.

The Party Committee and people of Thai Binh City are determined to realize the goal of building the City into a class I urban area under the province, by 2045 becoming a smart, modern, friendly, economically prosperous, socially progressive, environmentally sustainable city with a high quality of life for its people, one of the developed cities in the Red River Delta and the whole country, imbued with the cultural identity of the land and people of Thai Binh, worthy of the trust of the Party Committee, the government and all classes of people.
