The DT.177 project is one of the province's key projects, implemented as part of the breakthrough in transportation infrastructure construction according to the Resolution of the 17th Provincial Party Congress, term 2020-2025. This is a vital transportation route connecting Bac Quang district to Hoang Su Phi district, opening up opportunities for sustainable development in the western region. The project is being implemented with high political determination from the Party committees and authorities at all levels, from the province to the grassroots; fulfilling the long-held aspirations of the people. The DT.177 project has a total length of 42.72 km, designed according to the standards of a Class IV mountain road; the adjusted total investment is over 1,496 billion VND; construction commenced in April 2022, with the Provincial Investment and Construction Project Management Board as the investor. After more than 3 years of implementation, the project experienced periods of construction delays, but with the efforts of the investor and the construction contractor, along with the decisive direction of relevant levels and sectors, the road is gradually being completed, bringing great joy to the local people.

The basic route passes through an area with deep ravines, high cliffs, steep slopes, complex geology, and a high risk of landslides; many sections have multi-level stepped cross-sections, the existing road surface is narrow, and traffic volume is high. The project requires both operation and construction simultaneously, taking considerable time to ensure traffic flow. Chairman of the Bac Quang District People's Committee, Phung Viet Vinh, stated: For a long time, Bac Quang has been considered a "rainy zone" with consistently high annual rainfall and prolonged rainy periods, especially during the rainy season from 2022 to 2024, causing landslides on the embankment slopes in many locations along the route. The area and volume of landslides and the risk of landslides are significant, requiring the counting and recovery of additional trees, crops, property, and structures belonging to households, as well as the relocation and replacement of some 35kV and 0.4kV power poles… thus increasing the compensation and land clearance costs. On the other hand, the large volume of landslides and the lengthy time required for rock blasting and removal are affecting the project's construction progress.

According to our findings, the compensation and land clearance costs have increased significantly, exceeding the provisional land clearance costs in the project's total investment (an increase of 16.1 billion VND) due to the increase in residential land area, structures, trees, crops, etc.; the large volume of landslides and rockfalls has resulted in clearance costs exceeding the scope of construction insurance. The project required adjustments to the three bridges; and multiple approvals for revised construction designs after the initial basic design to suit the terrain and ensure safety, efficiency, feasibility, and convenience during construction and subsequent operation, leading to an additional cost increase of 45 billion VND. During the construction period, the State adjusted and increased the wage regime, and there were fluctuations in the prices of raw materials, fuel, and construction materials at the time of construction compared to the time of contractor selection. Therefore, the contingency value for adjusting the prices of construction packages and other costs increased (an increase of VND 54.6 billion). As a result, the project exceeded the total investment by approximately VND 115.8 billion.

According to Luong Van Doan, Director of the Provincial Investment and Construction Project Management Board: Undeterred by difficulties, the investor has consistently urged contractors to persevere through the heat and rain, organizing construction in "3 shifts, 4 teams"; mobilizing machinery, equipment, and manpower; and developing critical path diagrams to accelerate progress. Currently, the project has completed land clearance; 100% of the roadbed construction is complete; over 40.2 km of the road surface has been constructed with type 2 crushed stone aggregate, reaching 99.3%; 40.1 km of the road surface has been constructed with type 1 crushed stone aggregate, reaching 99.06%; and 40.67 km of asphalt concrete has been constructed, reaching 98.02%. Construction of culverts, retaining walls, and slope reinforcement is 100% complete. Construction of various types of drainage ditches has reached 30.6 km, reaching 99.25%. The traffic safety system, including the construction of marker posts, H-shaped posts, and corrugated steel guardrails, is 95% complete; 14 out of 17 bridges have been completed.

Urgently completing the project components, the investor is focusing on strictly implementing the legal regulations on investment and construction and the provincial directives; urging the design consultant to finalize the landslide assessment documents and estimates to be included in the adjusted total investment amount for submission to the Provincial People's Committee for approval of the project adjustment and total investment adjustment as prescribed; any additional costs outside the scope of the insurance company's responsibility are updated in the total investment amount for project implementation. Completing negotiations and signing contracts for damage remediation with contractors who have carried out landslide clearing and site cleanup due to rain and floods, and sending advance payments to the construction insurance company to compensate the contractors as per insurance industry regulations.

“The unit is urging the compensation and resettlement support councils of Bac Quang and Hoang Su Phi districts to finalize and approve the plan and supplementary compensation and land clearance estimates for households, organizations, and individuals whose land, crops, assets on the land, and technical infrastructure are outside the land clearance area but have now been affected by landslides or are at risk of landslides due to the impact of storms and the construction of the project. This is to report to the investment decision-making authority and include it in the adjusted total investment amount when the investment decision is approved,” added Luong Van Doan, Director of the Provincial Investment and Construction Project Management Board.
