The lives of people affected by the construction of the expressway are gradually stabilizing and settling in new places.

The Tuyen Quang - Ha Giang Expressway Project Phase 1, the section passing through Ha Giang province, was approved with a total length of more than 27 km, the initial approved scale was to build 2 lanes (the project has now been approved in principle to upgrade to 4 complete lanes) and compensation and site clearance (GPMB) according to the scope of construction of the complete 4-lane expressway. The total area of ​​land to be recovered and GPMB is nearly 2.9 million m2, the total number of households with land recovered is 763 households. To implement the compensation, resettlement and GPMB plan of the project, the Provincial People's Committee approved the investment policy and assigned Bac Quang district to deploy the construction of 3 resettlement areas of the expressway project in Hung An, Quang Minh and Tan Quang communes with a total investment of over 71 billion VND, meeting the resettlement needs of 155 households and individuals. Up to now, the infrastructure of the resettlement areas has been basically completed, many households have been allocated land to build new houses, and are able to stabilize their lives.

The resettlement area in Hung An commune started construction at the end of 2023, the construction site is in An Tien village, the construction scale includes roads, electricity, water and 90 plots of land (each plot is 200 m2), ensuring the resettlement needs for 36 households/59 plots of land located in the area of ​​the expressway project phase 1 in Hung An commune and other projects in the future. Up to now, the resettlement area has completed leveling, construction of embankments, concrete roads, tree beds, sidewalks, domestic electricity supply and drainage; the domestic water supply system is not suitable for the planning and land use plan, so it is being adjusted and supplemented with fire prevention and fighting items. The authorities have granted land use right certificates to 25 households and 41 plots of land; 11 households and individuals who have not paid land use fees have not been granted land use right certificates.

In mid-March, we had the opportunity to visit the resettlement area in An Tien village, Hung An commune. Many new houses have been built spaciously and comfortably; the traffic infrastructure and lighting in the resettlement area have been completed, ensuring that people can exploit and use them. According to the Head of An Tien village, Vu Ngoc Hai: "Currently, 17 households have built houses and moved to live in the resettlement area. The households have stabilized their lives and are confident in continuing to do business and develop the economy."

Nguyen Van Mui's family is one of the households with the most land recovered in Hung An with over 3,000 m2, including 500 m2 of residential land. According to the compensation council's calculations, his family was compensated over 2.1 billion VND and was registered for 2 resettlement plots with land use fees. In 2024, Mui paid the money and was granted a land use right certificate; the family has now built a new house and moved in since November 2024. Mui shared: Although the new place is not as spacious as before, with 400 m2 of land granted, my family built a house on 200 m2, 200 m2 for the garden. In addition, my family still has about 1,000 m2 of land for annual crops in the old place for cultivation, so it is enough for our needs. At the same time, the traffic infrastructure and living space in KTDC are better than when I was in the old neighborhood and convenient for my job as a truck driver. Therefore, after nearly 6 months, everyone in the family has gotten used to and feels secure in the new place.

In the resettlement areas in Tan Quang and Quang Minh communes, the main infrastructure items have been basically completed. The two resettlement areas above have a total scale of 65 resettlement plots. Through direct inspection and listening to reports from Bac Quang district, up to now, the resettlement area of ​​Tan Quang commune has completed 100% of the volume of items such as leveling, embankment, round culverts, longitudinal ditches, paving sidewalks, internal concrete roads, electricity, and lighting systems; the domestic water supply item has reached 97%; 12 households and individuals have been assigned 14 resettlement plots and granted land use right certificates; up to now, one household has built a house and moved to a new residence. In the resettlement area of ​​Quang Minh commune, 100% of the volume of items such as leveling, embankment, round culverts, longitudinal ditches, paving sidewalks, concrete roads, electricity, and lighting systems have also been completed; the domestic water supply item has reached over 90%; land has been assigned to 8 households/8 plots of land for households; Up to now, 2 households are building houses.

According to the Compensation Council of Bac Quang district, the implementation of resettlement construction is very urgent, facing many difficulties, adjusting documents and designs many times, but the province and district have directed strongly, determinedly and actively implemented, basically the main items have been completed in 2024 so that households can move to new places as soon as possible. The district also speeds up the procedures for granting land use right certificates, allocating land to families after households fulfill their financial obligations; ensuring convenience and meeting the best conditions when people return to resettlement, helping people feel secure and stabilize their lives.
