Determined to successfully complete the targets and business plans set out in Resolution No. 01/NQ-HDTV dated January 6, 2025 of the Board of Members. This is the common goal for the entire system that Agribank sets for each of its officers, employees and workers.
Agribank is determined to successfully complete its tasks and business plans for 2025, welcoming party congresses at all levels towards the 11th Agribank Party Congress, term 2025 - 2030.
Accordingly, the entire system strictly complies with the Party's policies and regulations, the State's laws and policies, and the regulations of the State Bank and Agribank on monetary, credit and banking activities. At the same time, continue to promote emulation to successfully implement the goals in each stage of the Agribank Development Strategy Project to 2025, with a vision to 2030; the Information Technology Development Strategy Project for the period 2022 - 2026, with a vision to 2030 and effectively implement tasks and solutions to strive to complete the Agribank restructuring plan associated with bad debt settlement for the period 2021 - 2025.
In particular, Agribank will focus on accelerating the implementation of the Digital Transformation Plan to 2025, with a vision to 2030, implementing the Project on Developing Non-Cash Payments, enhancing the security and safety of the information technology system at Agribank; strengthening communication work to convey cultural values, images, enhance the value, reputation and brand of Agribank; strive to achieve the title of good completion, excellent completion of tasks, business plans, emulation titles of Agribank, high-ranking titles of the State, Government and State Bank.

With these units, Agribank is determined to fully and promptly implement the contents of the Resolutions of the Party Committee, Agribank Board of Members...; proactively advise on implementing solutions to improve financial capacity, governance and risk management.
In particular, continue to review, revise, supplement and perfect the mechanism, business processes, and internal document system to ensure consistency and compliance with legal regulations; develop and perfect risk management tools and models in accordance with international practices; develop and assign appropriate and timely business plans for 2025, creating motivation for units to strive to excellently complete the targets and business plans of the unit and Agribank; proactively and flexibly operate the mechanism on business plans and internal capital management.
In addition, the head office, representative offices and public service units need to synchronously implement solutions on salary policies and mechanisms, improve the quality of human resources to meet the development requirements of the banking industry and international economic integration; actively foster knowledge and skills in digital technology and digital transformation for staff, especially staff in the field of information technology.

Agribank leaders called on branches and subsidiaries to change their mindset in customer relations in the spirit of credit granting as a special form of service provision; proactively seek and regularly consult on new and attractive policies to attract customers with effective business activities, feasible production, business and consumption projects and plans.
Along with that, strengthen the implementation of solutions to reduce operating costs, simplify lending procedures, apply information technology and digital transformation, to best support businesses and people. At the same time, promote early credit growth right from the beginning of the year, focusing on priority areas and traditional economic growth drivers. Focus on maximum human resources and resources, resolutely implement solutions to handle and recover bad debts, debts that have been processed for risks, determined to ensure bad debt ratio according to regulations; strengthen the development of linked products and services as a basis for service provision, strongly develop electronic payment transaction channels; exploit strengths in cross-selling products; reduce transaction time and improve processes, simplify procedures, improve service quality to meet the increasing needs of customers.
Improve management and operation capacity; tighten discipline, order and working style; strengthen internal inspection and control; actively participate in local emulation movements, charity and social security activities, promote the tradition of "mutual love" of Agribank employees.

2025 is the final year to implement the Agribank restructuring plan associated with bad debt settlement for the period 2021 - 2025, the Resolution of the 10th Agribank Party Congress, term 2020 - 2025 and the basis for building the goals and targets of the 11th Agribank Party Congress, term 2025 - 2030; therefore, the Trade Union and Youth Union organizations are considered the core forces to promote the operational goals of the entire system to reach the finish line on time.
Therefore, the Trade Union and Youth Union need to closely coordinate with the Head of the Unit to fully implement the emulation contents, mobilize union members to enthusiastically participate in the emulation movement of the unit and Agribank. Continue to maintain and improve the material and spiritual life, culture and sports, enhance the spirit of solidarity in the unit; promptly grasp the thoughts and aspirations of workers, proactively propose and coordinate with professional leaders to research and organize cultural, artistic, physical education and sports activities, creating a vibrant competitive atmosphere throughout the unit.
Along with that, fully and effectively carry out the emulation and reward work of the Trade Union and Youth Union, honor outstanding collectives and individuals and expand the movement; enhance the role of gathering, building a united bloc, mobilizing resources, creativity, propagating, and mobilizing workers to actively respond and effectively carry out emulation movements.
