Previously, on the morning of April 7, the family of Mr. Ha Duc Hao (born in 1966, residing in Hoa Hiep commune) had about 15kg of peppercorns that were drying in the yard stolen by thieves. Upon receiving the report, the Hoa Hiep commune police promptly investigated and collected information.

By the afternoon of April 9, the police force had arrested Phan Van Bao while he was carrying the stolen goods to sell to an agricultural product purchasing facility in the area.

At the police station, Bao confessed that he had just finished a 2-month prison term for theft. Because he needed money to pay off debts and gamble online, Bao planned to steal pepper from people. Every day, Bao rode his motorbike around villages and hamlets to observe, and when he discovered a house drying pepper in the yard without anyone watching, he would break in and steal. With this trick, Bao successfully carried out 4 pepper thefts.
