NEARLY HALF OF THE ACCEPTED STUDENTS HAVE IELTS OF 6.0 OR HIGHER
In 2024, the number of candidates with foreign language certificates admitted to many universities increased. For example, the University of Economics and Law (Ho Chi Minh City National University) recorded that nearly 30% of new students in the 2024 class met the foreign language output standards. Of which, the school received more than 2,400 applications for the admission method based on international certificates combined with high school study results or international certificates. Notably, the number of applications with IELTS 7.0 or higher submitted to the school accounted for more than 36% of the total number of applications for this method. With this method, the school accepts international English certificates equivalent to IELTS 5.0 or higher and has been implementing it for 6 years.
The number of candidates with foreign language certificates exempted from this subject in the 2024 high school graduation exam has increased.
In particular, there are schools where the rate of foreign language output standards accounts for nearly 50% of the total number of admitted students. Associate Professor, Dr. Bui Quang Hung, Deputy Director of Ho Chi Minh City University of Economics, said that in 2024, nearly half of the admitted students will have achieved English proficiency equivalent to IELTS 6.0 or TOEFL iBT 73 points or higher. With English output standards at IELTS 6.0 - 6.5 points, nearly 50% of newly admitted students have met the output standards. Since 2021, the school's statistics also show that nearly 50% of admitted students have met international English standards with an IELTS certificate of 6.0 or higher or equivalent.
INCREASE OVER THE YEARS
This situation also occurs at the University of Information Technology (Ho Chi Minh City National University). According to Dr. Nguyen Tan Tran Minh Khang, Vice Principal of the school, the results of statistics on foreign language proficiency of new students admitted in 2024 show that about 30% meet the school's foreign language output standards, an increase of 5% compared to 2023 and an increase of 16.5% compared to 2022.
The survey results of the University of Natural Sciences (Ho Chi Minh City National University) also show that the number of students meeting foreign language standards has increased sharply each year, especially in project-based training programs such as advanced programs and English-enhanced programs. For example, according to statistics from the advanced computer science and English-enhanced programs of the Faculty of Information Technology, over 38% of new students submitted IELTS certificates to be recognized as foreign language output standards. This rate increased by over 6% compared to the 2023 enrollment period. Of which, about 50% of new students achieved an IELTS score of 7.0 or higher, and the highest certificate was 8.5.
The International University (Ho Chi Minh City National University) requires an English entrance requirement of IELTS 5.0 and an output standard of 6.0 - 6.5 depending on the major. According to the university, this year about 30 - 40% of newly admitted students have met the English output standard. Meanwhile, in previous years, this rate was about 25 - 30%.
Similarly, Vietnam-Germany University requires students to achieve IELTS 5.0 or equivalent before starting the general year. When transferring to a major, students need to achieve IELTS 6.0 and before registering for a thesis, they must have a level of A2 - B1 German depending on the major. Statistics from this university over the past 4 years show that the number of students admitted to the school with a certificate of IELTS 5.0 has continuously increased each year. Specifically, 61.5% (in 2021); 70.7% (in 2022); 77.3% (in 2023) and 82.6% (in 2024). Of these, students who have just been admitted to the school with an English proficiency level of 6.0 also increased sharply from 54% (in 2021) to 69.9% this year.

N MANY FACTORS AFFECTING
University representatives have different explanations for the above dramatic change.
Dr. Nguyen Tan Tran Minh Khang believes that there are many factors that affect the development of foreign language proficiency of learners over the years. One important reason may be the impact of the high school graduation exam regulations that allow candidates to use foreign language certificates to be exempted from the foreign language exam in the recognition of high school graduation. At the same time, many universities use international foreign language certificates in admission. "Therefore, many students have invested in learning foreign languages and taking certificates from high school. It can be said that this is a positive signal from the reasonable policy of the Ministry of Education and Training, contributing to the development of foreign language ability of learners," Dr. Minh Khang said.
Sharing the same opinion, Master Hoang Thanh Tu, Deputy Head of the Information and Communication Department of Ho Chi Minh City University of Science, explained: "Partly due to the demand for learning, the number of PhDs studying in training programs taught in foreign languages has increased. On the other hand, many universities have admission methods related to foreign language results, so the number of new students with foreign language certificates that meet output standards right after enrollment is high."
Associate Professor, Dr. Nguyen Van Thuy, Head of Admissions and Communications Department of Banking University of Ho Chi Minh City, said that one of the school's five admission methods is based on foreign language certificates. "Admission results over the years show a big change in the foreign language proficiency of students admitted to the school. If in 2022, only more than 15% of students had foreign language certificates, this rate increased to more than 23% in 2024. Among foreign language certificates, IELTS certificates account for 70%," Associate Professor Thuy informed.
Master Nguyen Thanh Tung, Deputy Head of the Department of Training, Science Management and International Cooperation at Ho Chi Minh City University of Culture, said: "It can be said that this is the result of about 15 years of parents investing time and money in their children's foreign language learning. The result of implementing the state's policy of strengthening foreign language training and implementing foreign language training projects in schools from kindergarten to university level". According to Master Tung, in the trend of global integration and working across borders, learning foreign languages (including English) to solve the problem of livelihood and job competition now and in the future is very important. Therefore, students are increasingly good at English and many cases meet foreign language output standards while still in high school.

The Vietnam Institute of Educational Sciences and the Management Board of the National Foreign Language Project have just released a report on foreign language teaching and learning in Vietnam until 2023. The average score of the IELTS Academic test of Vietnamese people in 2022 is 6.2. Among the 40 countries and territories that will hold the IELTS test in 2022, the achievement of Vietnamese students ranked 23rd, along with Korea and India.
IELTS test takers in Vietnam over the past five years have been getting younger, with research in 2022 showing that 62% of IELTS test takers were aged between 16 and 22.
According to the Department of Quality Management (Ministry of Education and Training), the number of students exempted from foreign language exams increases every year, from 28,620 students in 2021, to 35,391 students in 2022, to 46,667 students in 2023, and nearly 67,000 students in 2024.

The 2025 admissions will have changes in the high school graduation exam according to the new general education program. However, the trend of using foreign language certificate results in university admissions is expected to continue in the coming time.
