On May 12, the Vietnam Banks Association (VNBA) held its 3rd Annual Conference, term VII.
Protect the legitimate rights and interests of TCHV
Chairman of the VNBA Council Pham Duc An said that 2022 has passed with many opportunities and challenges for banking activities in general and the Banking Association in particular. Closely following the direction of the Government, the tasks of the industry and the Association, the Association has actively organized and implemented the Resolutions, plans, and work programs set out, implemented them quite comprehensively and contributed positively to the overall success of the industry in all aspects of work, such as: Participating in contributing to the development of policy mechanisms, contributing to the completion of the legal framework, creating favorable conditions for banking activities; Strengthening and promoting the role of a bridge between credit institutions and state management agencies, protecting the legitimate rights and interests of credit institutions; Actively and synchronously implementing communication work....
Mr. Pham Duc An said that the above results were achieved thanks to the active and responsible contributions of member organizations, the leadership and direction of the Association Council, and the high sense of responsibility of the Standing Agency and affiliated units.
Besides, the Banking Association regularly receives the attention, leadership and direction of the Party Executive Committee, the State Bank's Board of Directors, the Ministry of Home Affairs as well as the coordination of relevant ministries, branches and units.
“It can be said that through the Association's activities in recent times, the role and position of the Banking Association has been increasingly enhanced, receiving the trust and support of all levels, sectors and member organizations,” Mr. Pham Duc An emphasized.
Reporting on "2022 performance results, directions and tasks for 2023", General Secretary of the Banking Association Nguyen Quoc Hung said that over the past year, the Association has actively and synchronously implemented resolutions, plans and work programs; at the same time, made efforts to promptly handle arising tasks, and performed tasks in a comprehensive manner, thereby contributing positively to the overall success of the entire banking industry;
"The position, role and prestige of the Association have been clearly enhanced, ministries and branches are interested and positively evaluate it, it is a reliable address and bridge for TCHV", General Secretary Nguyen Quoc Hung emphasized.
Specifically, in 2022, the Association has been proactive and highly responsible in contributing opinions to over 40 important draft legal documents (16 Laws, 12 Decrees, 12 Circulars). At the same time, it has successfully organized or coordinated 15 meetings and seminars to propose and recommend to the National Assembly, the Government, the State Bank, ministries and branches to perfect the legal framework for banking activities. All opinions of the Association have been of interest and acknowledged by ministries and branches.
Timely grasp the difficulties and problems of TCHV; on the basis of coordinating and promoting the functions of specialized committees, organizations and affiliated units; the Association has proactively advised on measures and made recommendations to management agencies, the Government, and the National Assembly, providing timely support, protecting the rights and legitimate interests of member organizations.
Communication work has been clearly innovated. Over the past year, communication activities have been actively and synchronously implemented on many mass media...
Membership work is focused on, strengthening the connection and attachment with member organizations. Along with caring for and taking care of members, the Association always attaches importance to the work of mobilizing and developing new members. In 2022, the Banking Association organized the admission and awarded certificates to 3 new members: Electricity Joint Stock Finance Company, Toyota Vietnam Company Limited and Vietnam Cooperative Bank. Currently, many units wish to become members of the Association, including Citibank.
International cooperation continues to be strengthened, expanding the capacity and opportunities for cooperation in many fields, bringing benefits to member organizations. The ASEAN Banking Association highly appreciates the role of the Vietnam Banking Association.
The implementation of the Code of Professional Ethics and Code of Conduct for Bank Officers (Code of Conduct) continues to be maintained. Despite achieving positive results in the above activities, General Secretary Nguyen Quoc Hung also frankly admitted that there are still some limitations in the activities, which need to be further overcome to successfully complete the tasks set for 2023 and the following years, such as: It is necessary to be more proactive in accessing and grasping information, situations, and difficulties in the business activities of members, in order to have recommendations, reflect official information, and provide timely support on mechanisms, policies as well as communication and training; some members have not been proactive or have participated cautiously in coordinating to provide information, data, and contribute opinions directly at seminars, forums, or in writing; the Standing Office has not yet proactively exploited the strengths of member organizations to organize common activities for members, etc.
In order to overcome the shortcomings, thereby contributing to the successful completion of the set goals, General Secretary Nguyen Quoc Hung said that the Association has set out the direction and tasks for 2023, specifically: Actively, focusing resources, closely coordinating with the drafting agencies of the State Bank and ministries to participate in giving opinions on policy mechanisms, perfecting the legal framework related to amendments, supplements or promulgations, having a great impact on the activities of member organizations...; Continuing to better demonstrate the role and responsibility of representing member organizations; having a timely and strong voice to protect the legitimate and legal interests of members; being a reliable bridge between member organizations and state management agencies;
Continue to improve the quality, synchronization and effectiveness of information and propaganda work on the Association's communication channels...; Coordinate with domestic and foreign partners to organize quality and effective training courses to meet the requirements of member organizations; Strengthen member care, pay attention to and grasp the operational situation, difficulties and problems of member organizations, take timely measures to accompany, share and support; Continue to fulfill the obligations of membership of the ASEAN Banking Association, actively participate in cooperation activities with Banking Associations of other countries, international organizations and partners in the region and the world...

Continue to implement key tasks well
Speaking at the Conference, Deputy Governor of the State Bank of Vietnam Nguyen Kim Anh assessed that, along with the process of innovation and development of the banking system, VNBA has made strong progress to become a trusted common home for credit institutions, an important bridge between credit institutions and state management agencies. The credit institutions of the Association have expanded and grown in both scale and operational capacity, contributing positively to the socio-economic development of the country in general and the banking system in particular.
Agreeing with the reports of VNBA, Deputy Governor Nguyen Kim Anh said that last year the Association had done many effective things and had many outstanding marks such as being active, proactive, and participating responsibly in the construction and completion of mechanisms, policies, and legal frameworks for banking activities. The Association's comments on draft Laws, Decrees, Circulars, etc. were highly appreciated by the drafting agencies.
A bright spot in recent times is that the Association has shown its positivity and high responsibility in protecting the legitimate rights and interests of TCHV, and has had clear and objective views and opinions. The role and position of VNBA has been increasingly affirmed and enhanced.
“On behalf of the Party Executive Committee and the SBV's Board of Directors, I acknowledge and highly appreciate, and commend the efforts and achievements of the Banking Association,” Deputy Governor Nguyen Kim Anh emphasized.
With the goals and tasks set for the banking industry in the coming time being very heavy, Deputy Governor Nguyen Kim Anh said that the cooperation of the Banking Association and the TCHV is needed. Therefore, the Deputy Governor suggested that the Banking Association should continue to implement the key tasks well.
Firstly, continue to do a better job of mobilizing member organizations to thoroughly grasp and actively respond, create consensus in awareness and organize the implementation of the Party's guidelines and policies, the Government's direction and the SBV's management solutions, especially developing and implementing the restructuring plan associated with bad debt settlement according to Decision No. 689/QD-TTg dated June 8, 2022 of the Prime Minister approving the project "restructuring the system of credit institutions associated with bad debt settlement for the period 2021 - 2025" and implementing the development strategy of the Vietnamese banking industry to 2025, with a vision to 2030 approved by the Government.
Second, further promote the role of a bridge such as promptly synthesizing difficulties, comments, and criticisms of TCHVs and proposing recommendations to relevant state management agencies in perfecting mechanisms and policies on banking practices and operations; promptly having specific solutions to remove difficulties in the operations of TCHVs.
Third, continue to better perform the role of representing and protecting the legitimate and practical rights and interests of TCHVs, contributing to supporting members to operate safely and effectively.
Fourth, continue to do a good job of communication and training work.
Fifth, continue to promote the mobilization of officers, employees, and TCHVs to properly implement the Code of Professional Ethics and Code of Conduct for Bank Officers. These are important core values that bankers need to grasp and implement.
Sixth, to effectively implement the Association's Charter which has just been amended and supplemented, it is necessary to synchronously issue internal regulations and rules to make the Charter truly effective in the Association's activities, creating a premise for the Association's sustainable development.
Receiving the direction, Chairman of VNBA Council Pham Duc An said that in the coming period, VNBA will do better in its role as a bridge between credit institutions and credit institutions in implementing the policies of the Party and the State, on restructuring credit institutions, implementing the development strategy of the banking sector; handling difficulties in perfecting policy mechanisms; protecting the legitimate rights and interests of credit institutions, contributing to helping credit institutions operate more and more safely and effectively... "To fully complete the goals and tasks of 2023 and the entire term, the workload to be implemented in the last months of the year is very heavy. With the efforts, determination, solidarity and unanimity of credit institutions, I believe that VNBA will fully complete the set goals, contributing to the overall development of the banking sector, contributing to promoting the country's socio-economic development", Mr. Pham Duc An emphasized.
At the conference, the TCHV unanimously approved the Conference Resolution. Accordingly, the Resolution decided to adjust the term of Term VII from 4 years to 5 years (term from December 2020 - December 2025), elect an additional Vice President of the Association and General Secretary and introduce the Standing Committee of the Association Council.
According to the Resolution, the Standing Committee of the Association Council includes: Mr. Pham Duc An, Chairman of the Association Council; Mr. Pham Quang Tung, Vice Chairman of the Association Council; Mr. Tran Van Tan, Vice Chairman of the Association Council; Mr. Nguyen Quoc Hung, Vice Chairman of the Association Council and General Secretary of the Association.
