After the Geneva Agreement on restoring peace in Indochina was signed, the Party Committee, army and people of Vinh Linh entered a battle full of losses and sacrifices to gain great victories in combat, production and support for the great frontline in the South to drive out the invaders and regain national independence. The achievements during the 70-year journey of construction and development are the continuation of the heroic tradition of the revolutionary homeland; the hard work, sacrifices of blood and bones of many generations to have a dynamic and creative Vinh Linh like today. On the occasion of the 70th anniversary of Vinh Linh's tradition, Quang Tri newspaper reporter had an interview with Chairman of Vinh Linh District People's Committee THAI VAN THANH about the basic goals and orientations to build Vinh Linh district to be increasingly rich, beautiful and civilized.
- Dear comrade! The 70th anniversary of Vinh Linh tradition is an opportunity to review the history and summarize the achievements of the district. Could you please tell us about the outstanding achievements of Vinh Linh district in all areas of social life, including the results in building new rural areas?
- In recent years, Vinh Linh district has had quite comprehensive and synchronous development in all economic, cultural, social, defense and security fields. One of the highlights in the overall picture of socio-economic development of the district in recent times is the rapid and clear change in rural areas. It is not only the development of infrastructure, the transformation of production methods but also the strong change in thinking, awareness, and aspiration to get rich of each person, the cultural lifestyle, the spirit of solidarity, mutual love, and social responsibility in the rural community...
The district's economic structure has shifted to suit the market economy with the proportion of agriculture, forestry and fishery accounting for 22.4%, industry and construction accounting for 31.6%, and trade and services accounting for 46%. The socio-economic infrastructure in the district has been invested in quite synchronously, creating a driving force to attract investment; many potentials and advantages of the locality have been exploited and promoted effectively.
The average annual total production value of the district increases by 10-12%. The total budget revenue increases by an average of 24.8% per year. The total social development investment capital reaches about 5,016 billion VND (2020-2023 period). In 2023, the average income per capita in the district will reach 59.4 million VND, the poverty rate will be 1.99%.
After more than 13 years of implementation, with the focused leadership and direction of Party committees and authorities at all levels, and the active response of all the people, the new rural construction movement has developed strongly and widely throughout the district and achieved many positive and comprehensive results. The total capital mobilized to implement the National Target Program on New Rural Construction reached over 2,000 billion VND.
Vinh Linh district has 3/3 towns meeting civilized urban standards, 15/15 communes meeting NTM standards (100% rate); 4 communes meeting advanced NTM standards, 6 villages/hamlets meeting NTM standards, 59 villages meeting model NTM standards. The district has completed 9/9 NTM district criteria, has been reviewed by the province, submitted to the central government for appraisal, and considered for recognition of the district meeting NTM standards in 2024.

- In the strategic orientation and development goals of Vinh Linh district in the coming time, it is to strive to become the Northern socio-economic center of Quang Tri province. Could you please tell us which key fields and industries are prioritized for investment and construction?
- Vinh Linh currently has 3 towns distributed evenly across 3 regions, including Cua Tung coastal town, Ben Quan mountainous town and Ho Xa central town. Promoting this strength, Vinh Linh district aims to build Ho Xa into a smart city; Cua Tung is a tourism-service city and Ben Quan is a comprehensive economic city.
The goal by 2030 is to invest in upgrading infrastructure and urban quality; in which, Ho Xa urban area will be developed to meet the standards of a type IV urban area, Ben Quan urban area and Cua Tung urban area will be completed to meet the criteria of a type V urban area. By 2040, Ho Xa urban area (type IV urban area), Ben Quan urban area and Cua Tung urban area (type V urban area) will be developed and expanded. Orientation to 2050, urban areas will be developed in a sustainable, civilized, modern direction, adapting to climate change...
Building Vinh Linh into an economic, cultural, social, defense and security center of the northern region of Quang Tri province; a comprehensive economic zone of trade, services, tourism, and agricultural industry. In particular, prioritizing the development of tourism and industry plays an important role in the socio-economic development of Quang Tri province; the area has the potential to exploit and develop tourism, types of cultural tourism, eco-tourism, and resorts associated with diverse natural landscapes, historical relics and traditions.
On industrial development
Call for attracting and creating conditions for investors to develop industry and handicrafts in the Tay Bac Ho Xa Industrial Park, industrial clusters in the West of Vinh Linh, the East of Vinh Linh and craft villages in the district. Prioritize land allocation in places with favorable conditions for transportation, electricity, water, and communication for investors and production facilities with investment and business needs in the locality.
It is expected that a number of key industrial groups and products will be prioritized for development in the 2021-2040 period, with a vision to 2050, as follows: forestry processing industry and rubber latex processing; mechanical industry for metal and electronics production; construction materials production industry (production of construction material components, new materials, high-tech materials); supporting industries serving economic zones and industrial parks; high-tech, environmentally friendly industries...; traditional seafood processing industry, agricultural product processing; mineral exploitation industry; textile and footwear industry; wood processing industry (processing of household wooden furniture, handicrafts; deep processing of planted forest wood); maintaining and developing occupations and small-scale industries in rural areas.
On tourism development
Vinh Linh district has great potential to develop various types of tourism such as historical tourism, eco-tourism, resort tourism and spiritual-cultural tourism. Destinations such as Cua Tung beach, Vinh Thai beach, Mui Lay, Mui Si, Ru Linh primeval forest, Ba Chua Temple or Hien Luong-Ben Hai special national historical relic cluster, Vinh Moc tunnels and Vinh Linh tunnel village system... have long affirmed their brand, attracting a large number of tourists to visit and relax.
Identifying the potential and advantages of tourism development, in the coming time, Vinh Linh district will continue to focus on implementing Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo "on developing tourism into a spearhead economic sector", Action Program No. 144-CTHĐ/TU dated April 24, 2019 of the Provincial Party Committee, term XVI, implementing Resolution No. 36-NQ/TW dated October 22, 2018 of the Party Central Committee, term XII "on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045", in which maximizing the advantages of the war heritage system of Vinh Linh tunnel village system and Vinh Moc tunnels, the Hien Luong-Ben Hai National Special Relic Complex and a number of other historical relics of the district.
Promoting the advantage of the length of the coastline, the beaches of Cua Tung, Vinh Thai, Mui Treo... especially Cua Tung is known as the "Queen of beaches", contributing to making the Cua Tung-Cua Viet-Con Co tourist triangle become the driving force for tourism development of the province, the center of high-class sea resorts, cultural history of the North Central region and soon become a national tourist area.
Forming eco-tourism and community tourism spots combined with Homestay resort service models in localities with strengths in traditional culture and natural landscapes such as: Tung Luat village, Vinh Giang commune; Hien Luong village, Hien Thanh commune; Vinh Moc village, Kim Thach commune; Thai Lai village, Vinh Thai commune; Vinh O commune... forming experiential eco-tourism community spots.
Agricultural sector
Agriculture plays an important role in the district's economy, so agricultural development is always given attention and investment, prioritizing the allocation of resources to restructure the agricultural sector towards focusing on sustainable development, applying science and technology in production, ensuring food security; developing, expanding, improving the quality and value of the district's key products associated with building new rural areas.
Replicate new farming models that bring high economic efficiency. Attract and facilitate businesses in the field of aquaculture and seafood processing in the area. Continue to direct the implementation of solutions to combat IUU fishing, overcome the EC's "yellow card" warning, and promote awareness of compliance with regulations on fishing for fishermen.
- To achieve the development goals, according to you, how should Vinh Linh district implement them to bring about the expected results?
- The Party Committee, government, army and people of Vinh Linh district continue to promote the strength of solidarity, unify will and action to arouse aspirations and create development momentum in all areas. This is a solid foundation to strive to turn Vinh Linh district into the socio-economic center of the North of Quang Tri province. Build a clean and strong Party and political system; build a dynamic, creative, honest, responsible and effective government. Promote the combined strength of the great national unity bloc.
Synchronously and effectively implement key tasks and breakthrough areas, promote the creativity, will and development aspirations of Vinh Linh people. Accelerate the implementation of the national target program on new rural construction, sustainable poverty reduction, and the socio-economic development program for ethnic minority and mountainous areas.
Preserve and promote the historical and traditional cultural values of the homeland, contributing to building a solid political and spiritual foundation in the lives of the people of the district. Maintain political security and social order and safety. Maintain the results of Vinh Linh district meeting the new rural standards and complete the goal of building Vinh Linh district into the socio-economic center of the North of Quang Tri province.
In terms of economy, continue to develop the district’s strengths; promote restructuring of the agricultural sector towards sustainability. This is the key to creating positive and breakthrough changes; develop concentrated production areas, adapting to climate change.
Industrial and construction development aims to exploit potentials and advantages to create a breakthrough in local socio-economic development. Complete infrastructure of Cua Tung Industrial Cluster, Tay Bac Ho Xa Industrial Park (area A, area B); Tay Vinh Linh Industrial Cluster (cluster A, cluster B).
Promote commercial activities, develop market networks, retail gas stations, attract investment in shopping centers, auto showrooms, supermarkets... Develop a system of wholesale and specialized stores, convenience stores, department stores, grocery stores...; improve the quality and efficiency of service types, strongly develop tourism services to exploit the potential and strengths of the district.
Building a modern, effective and efficient administration, taking the results of serving the people and businesses as the evaluation criteria, contributing to improving the competitiveness of the province, promoting the development of businesses and economic organizations in the area. Promoting administrative reform to create a favorable environment to attract resources towards simplifying and reducing administrative procedures. Promoting the application of information technology in handling administrative procedures. Creating favorable conditions for the private economy to become the growth engine of the economy.
Strengthening the mobilization and effective use of investment capital for the development of the whole society; prioritizing the construction of infrastructure systems, urban development and maintaining the results of the district meeting the new rural standards. Strengthening investment attraction, continuing to prioritize capital for the task of building new rural areas, civilized urban areas, sustainable poverty reduction, key projects that have a great impact on the socio-economic development of the district and have spillover effects, connecting regions and areas.
Effective management, exploitation and use go hand in hand with protection of resources associated with environmental protection, proactive adaptation to climate change. Enhance the effectiveness and efficiency of state management of land, mineral resources, water resources, environmental protection, and climate change response. Implement well the work of land use planning associated with new rural construction and industrial development.
Comprehensively develop education and training; improve the quality of human resources; develop science and technology to create a breakthrough in socio-economic development and improve the material and spiritual life of the people.
